Victor Harlin is a genetically enhanced 9 year old boy who possesses a super-genius intellect. He was originally shut inside as an experiment by his creators until he met Daisuke Yamamoto. He is the head of the genetics research and technology department of the Genome Corporation.

Victor at first is an introverted individual with a 300 point IQ who had difficulty making friends. He is also skeptical and tried too hard to be an adult, but he soon becomes more open and tries every once in a while to enjoy being a kid. Because of being a shut-in and his unique genetic modifications, his body is a bit frail and he sometimes passes out.
After meeting with Amazon, he develops a friendship with him and later works with the FBI and Spirits to help the Kamen Riders fight Badan.
