Tsukasa Todo (東堂 司, Tōdō Tsukasa) is a high-ranking police officer of the Tokyo Metropolitan Police Department and the director of the Public Safety Bureau.
History[]
At some point, Todo took over the position of the director of the Public Safety Bureau after his predecessor had left for unknown reasons. He then announced he would dismantle the Paranormal Affairs Division, seeing a lack of necessity for it on top of it being a waste of taxpayers' money. Having become dissatisfied by the performance of the PAD's captain Tetsuya Fujimi, calling his dreams of Nightmares a delusion, he orders him to take a few days off to cool his head.
However it is revealed that Todo was in fact aware that the attacks caused by the Nightmares are supernatural in nature, and wanted the PAD to continue their activities off-the-books and report their findings directly to him, while he'll send them any cases he deemed of such "unexplained" nature.
