Tortoise Mutant (イワガメ怪人, Iwagame Kaijin) (15) is a tortoise Gorgom monster.
Biography[]
Tortoise Mutant was used by Gorgom in order to help manipulate children into treating people the way that they have treated animals and insects through the "Gorgom Mutant Curriculum" by donating pet turtles to each school. Kamen Rider Black had a hard time beating it in the first battle when it kept withdrawing its head into its shell. During the second battle, he discovered that Tortoise Mutant's eyes are his weak spot which he successfully aimed for. Once Tortoise Mutant was killed by the Rider Kick, its spell on the kids and teachers was lifted.
Tortoise Mutant later appears as one of the Phantom Mutants that assists the Dogfish Mutant.[Kamen Rider Black: Terrifying! The Phantom House of Devil Pass]

Like the animal it based on, Tortoise Mutant possesses superhuman durability in addition of withdrawing into its near-impregnable shell to evade and deflect blows. Other than for defense, it can use its shell as a weapon: By retreating into its shell partially or fully while charging upon the enemy, Tortoise Mutant can slam it against anything that stands in its way like cannonball or at least tackle beings as powerful as Kamen Rider Black.
This Mutant's other abilities are brainwashing people through mentally bringing out their inner hate and even shapeshift into its animal template to blend in and avoid suspicion.
