Shadow Moon proposes that he and his followers bring Tokyo to its knees by staging a massive invasion of mutants. Bishium protests that they'll need a long time to prepare for such a plan as Kamen Rider Black has decimated their numbers, but Shadow Moon says they can simply revive the fallen mutants to form their army. He sends Baraom and Fly Mutant to find someone with the power to summon their defeated monsters.

Kohtaro meets two brothers, Makoto and Yuki, who have psychic powers but are treated as freaks by other children because of them. Yuki runs away and is met by Baraom, who convinces him that if he helps them to overthrow human society, Gorgom will establish a new civilization where he isn't treated badly. He agrees and is possessed by Fly Mutant.

The invasion of Tokyo begins, causing many people to flee the city. Kohtaro tries to fight back, only to find the revived mutants can turn incorporeal to avoid his attacks while their advantage of numbers easily overwhelms him. Seeing Yuki watching the battle, Black's Multi-Eye shows him that Fly Mutant is controlling the boy, but he gets away.

Kohtaro tries to convince the timid Makoto to use his own psychic powers so they can find and save Yuki, but it's only when Yuki himself sends a message for help that Makoto agrees. They find Yuki but are attacked by the revived mutants who start to pummel Kohtaro. Kohtaro tells Makoto to be strong for his brother and Makoto uses his powers to force Fly Mutant out of Yuki before passing out from the effort.

This causes the revived mutants to disappear again and Kohtaro changes to fight Fly Mutant. At first he's at a disadvantage because of Fly Mutant's ability to spit powerful acid, but Black calls Road Sector and uses it to fire a jet of air that deflects Fly Mutant's acid back onto it. This gives him the chance to finish it off with his Rider Punch.
