Taizan Himuro (氷室 泰山, Himuro Taizan) was the Prime Minister of Touto and the father of Gentoku Himuro. After being attacked by Faust during their theft of the Pandora Box, he was hospitalized twice and Gentoku took over his Prime Minister responsibilities until he recovered. Following his return, Taizan oversaw the protection of Touto during Japan's civil war until his death.
History[]
Background[]
Taizan Himuro was the Prime Minister of Touto and the father of Gentoku Himuro. Seven years ago, Taizan was absent from the fateful ceremony and he had sent Gentoku in his place, and therefore not affected by the Pandora Box's light that affected their personalities. Taizan's policies as Prime Minister focused on pacifism, although he allowed the purchase of the autonomous Guardians from Namba Heavy Industries Ltd. for defensive purposes. This would be a common point of argument between Himuro and his son, who believed that greater military enforcements were needed against Hokuto and Seito.
Prime Minister of Touto[]
In present day, Himuro continues his aim to unify the three nations by peaceful means and admonishing the expansion of his nation's militia. Himuro would often come into conflict with Gentoku over this, who is currently his aide. Unbeknownst to Himuro, Gentoku was forming the organization Faust to perform human experiments using the Pandora Box and Nebula Gas. The reports of Smash, as well as the mysterious Kamen Rider, was claimed to be a threat to Himuro's efforts to maintain the peace in Touto.
Himuro would often maintain contact with the other two Prime Ministers through holographic projection. During a scheduled meeting with Tajimi and Mido, Faust launched an invasion of the Touto Institute of Advanced Matter Physics, where the Pandora Box was being held. After Stalk secured the Pandora Box, Himuro was berated by the other Prime Ministers about losing the relic. While Himuro tried to reassure that he will launch an investigation, he suddenly had a heart attack. As he is being wheeled by paramedics, Himuro appointed Gentoku to take his place as Touto's Prime Minister.
Although he was hospitalized for quite some time, Himuro would begin to catch wind of the government's secret connection with Faust behind his back. After communicating with Sento Kiryu, he confronted Gentoku after learning he was Night Rogue and one of the leaders of Faust. Himuro had the authorities arrest Gentoku and personally apologized to Sento and his allies for his son's actions. Before he could return to power as Touto's Prime Minister, Blood Stalk poisoned him to allow Gentoku to remain in power, as the Japanese Civil War was approaching.

Himuro was still in poor condition as the starving nation of Hokuto declared war on Touto. Gentoku used his role as interim Prime Minister of Touto to force Sento Kiryu and Ryuga Banjo to fight against Hokuto's forces, Kamen Rider Grease and the Hokuto Sanbagarasu. After Misora used her healing abilities to save the Touto's Prime Minister, Himuro arrived to cease Gentoku's order to launch Touto's forces at Hokuto. Having silenced Gentoku under his mania, Himuro disowned his son and declared him exiled from the nation.

From this point then, Himuro resume in power as the Prime Minister of Touto once more. This led Sento Kiryu and Ryuga Banjo to be more cooperative with the Touto government as they shared the same beliefs of ending the war through peaceful means. Himuro expected Build would help Touto prevail in the war against Hokuto, as he appointed him as Touto's representative of the proxy battle and defeating Hokuto's representative, Kamen Rider Grease.
Despite this victory, Seito declared war on the country. Although Touto's Kamen Riders found themselves aided by Grease, Himuro learn of his son's reemergence as Kamen Rider Rogue. When the Touto Prime Minister was forced to relinquish the Pandora Box, he reminded Gentoku of the man he used to be before his exposure to the Pandora Box's light. Having arranged a Proxy Battle between Touto's Kamen Riders against Seito's forces, Build emerged victorious against Rogue using the FullFull RabbitTank Bottle. After congratulating Sento for his efforts, Himuro requested Gentoku to return back home to Touto, but his son rejected his offer as he left.
The Evolto Revolution[]
Although the war between Touto and Seito had come to a close, Blood Stalk decided to press on by raising the Pandora Tower from the Sky Wall, much to Himuro's dismay upon seeing its destruction. After a private meeting with Sento, they both agreed to dishonorable discharge him with the Touto government in order for him to recover the Pandora Box in Seito's custody without triggering any allegiance issues. Although he tries to negotiate with Masakuni Mido in stopping the war, his words were dismissed as Himuro was unaware that Namba had took on Mido's form through Stalk's assistance.
During another one of Seito's attacks in Touto, Himuro is abducted by Gentoku and is held hostage. Evolto demands Sento for the Evol-Driver in exchange for the Touto Prime Minister's life. Locked in a cell, Gentoku breaks Himuro out of jail and confides with him about his intentions to reunify the country, but took his approach very wrong. While his son attempts to free him from Stalk's custody, only to be stopped due to the chip in Gentoku's body to immobilize him before dragging Himuro back.
Death[]

On the day of the trade, Sento and Ryuga brough the Evol-Driver in exchange for Himuro's life. When things go south as Evolto wouldn't cooperate, Rogue manages to save his father and had his kill switch deactivated. Himuro escapes with the Evol-Driver and regroups with Misora and Sawa. Unfortunately, Evolto recovers the Evol-Driver with Utsumi's help and emerges as Kamen Rider Evol. During a battle between Rogue and Evol, Himuro shields Gentoku from his blast, critically wounding him. With his final breath, Himuro asks his son to atone for his crimes and rebuild Japan as a whole, finally acknowledging Gentoku as his son once more before he dies, much to Gentoku's grief.
New World[]

In the New World, Taizan Himuro is the Prime Minister of Japan who announces the new cabinet. His son Gentoku still works for him as his aide and being briefed about the next schedule for the day.
Post-Series & Other Events[]
Build NEW WORLD: Kamen Rider Grease[]
With memories from the old Earth returned by Pandora Box's wave caused by Killbus, Taizan and Gentoku worked alongside Shinobu Katsuragi in creating this world's first Build Driver as a defensive measure for possible threats similar to the Blood Tribe. Upon the arrival of the terrorist organization Down Fall, Taizan, along with his son Gentoku and Shinobu Katsuragi, held hostage by Keiji Uraga and Simon Marcus, until Gentoku transforms into Rogue to fight off the Down Fall members, however Rogue is being absorbed by Phantom Crusher.
Personality[]
Unlike the ministers of Hokuto and Seito, Himuro is concerned about the reunification of Japan. Keeping in line with the pacifist ideals of Touto, he is against the idea of creating a military, but accepts the usage of Guardians as a necessary form of defense.
Himuro holds his son to a high standard, going as far as to scold him harshly upon learning his affiliation with Faust. Later, after knowing Gentoku led an invasion on Hokuto, Himuro cut his family ties with Gentoku. He also remembered how Gentoku changed during the Sky Wall Disaster and blamed himself for what his son became, albeit Gentoku himself now didn't care the slightest about his own father anymore. After Build prevailed over Rogue, Himuro tried to make amends with his son and asked him to return home to Touto, but his offer was rejected by Gentoku.
Despite the devastation unleashed by Hokuto and Seito, and the manipulations of Namba, Himuro is adamant about remaining strictly defensive. He hopes to minimize casualties and has done everything in his power to stop Seito's rampage.
It is then revealed that Himuro still loves and trusts his son to the point of shielding him of Evol's attack by using his body. Before his death, Himuro asked Gentoku to atone for his crimes and rebuild Japan as a whole.

Etymology[]
His first name, Taizan, refers to a Mandarin phrase derived from the name of Mount Tai in China, often used to describe a great figure of authority. This refers to his current position as Prime Minister of Touto and his ideology of pacifism.
