"Sugar" Sato (シュガー佐藤), born Toshio Sato (佐藤 利夫) is a manga artist and writer employed at Ishimori Productions and a former assistant of Shotaro Ishinomori. He worked on various Kamen Rider manga, but made his debut as the assistant artist for the Inazuman manga in 1973. In addition to manga for Kamen Rider, he had also done various stories of Cyborg 009 as well as other works of tokusatsu such as the Sun Vulcan manga and the Ultraman 80 manga.

- His pen name "Sugar" is a reference to the characters in his last name Sato also being used for Japanese word for "sugar". So Toshio's pen name in English would literally be "Sugar Sugar".
