Suel (スエル, Sueru) is the main antagonist of Kamen Rider Geats. He was the founder and executive producer of the Desire Grand Prix who also revived the Desire Royale. He transformed into Kamen Rider Suel Gazer (仮面ライダースエルゲイザー, Kamen Raidā Sueru Geizā) and later Kamen Rider Regad Omega (仮面ライダーリガドΩ, Kamen Raidā Rigado Omega).

History
Background
Suel's origins are unknown, except that he was born in a far distant future and created the Desire Grand Prix as the best form of entertainment for the Future People. At some point, he recruited Mitsume as the navigator and Nemeru as producer, the latter helping him formulate the idea of Jyamato, with Archimedel being their gardener and researcher.
In the year 21 BC, during an era when Suel ruled that the Deza Shin would win gold coins bearing the face of Julius Caesar, Mitsume had concieved a child with a Deza Shin, thus Suel punished her and the Deza Shin as stated by Michinaga Azuma, Daichi Isuzu, and Beroba when they accessed the Vision Driver's records, witnessing Suel and the Game Masters forcibly transforming Mitsume into the Goddess of Genesis, while the Deza Shin was erased from existence.
Since then, Suel and the DGP management recruited Miiru as the new navigator, applied new rules, such as never allowing a staff member to commit an intimate relationship with participants and changing the prize from a "gold coin" to having the winner's ideal world granted through the Goddess's abilities, exploiting Mitsume's abilities.
Because Nemeru was secretly willing to improve and enhance the Jyamato to heighten the game's excitement, Suel uncovered his secret improvements and dismissed Nemeru as a producer, prompting the latter to rebel and feed Miiru to a Rook Jyamato, as well as Niramu replacing a defeated Nemeru as the Game Producer.
Lamentation Arc
After the conclusion of the Jyamato Grand Prix, Suel stood inside the Desire Temple, aware that Michinaga Azuma's idealized world had been granted. As he looked at the box of ID Cores and picked up Kamen Rider Geats' ID Core, he anticipates the game would not be over yet.
Yearning Arc
After Chirami's defeat, Suel appeared before Michinaga and Ace, taking them to his domain and introducing himself, inviting them into the Desire Royale. He informed to Michinaga and Ace that he invited all other earthlings to enter his game and also to gamble the fate of DGP. He set the rule to have the riders collect the cracked ID Cores left in the destroyed Jyamar Garden as an exchange of battling each other due to Michinaga's invincibility against any attack from Kamen Riders.
While Suel promised to have the winner for having their ideal world as usual, he was in truth manipulating the situation and distracting the riders to set up the Grand End. He called for Niramu and Win to make sure the Desire Royale was moving smoothly without any suspicion. When Tsumuri doubted the worth of the current situation, Suel told Tsumuri that he just wanted to have his own entertainment to see humans fighting and wanted to see their expression when they were too late to realize that they were fighting for nothing, leaving Tsumuri horrified. In addition, he told Tsumuri to just ignore her feelings and continue her work as the navigator.
Suel was soon to be approached by Ace after Niramu had failed to get one of the Vision Drivers. Noticing Ace's desperation, Suel only mocked Ace and wrote on a Desire Card to erase Ace from existence. However, the Goddess of Genesis had been drained of her wish granting abilities, crumbling as a result. Suel declared that he must start the Grand End sooner and commanded Niramu to halt Ace. Unfortunately, Suel and Niramu were surprised to see Ace create the Boost MarkIII Buckle. As Ace attempted to reach for the Goddess, Suel and the Goddess disappeared, and Ace fell to the ground and into a coma.
With Mitsume dying, Suel was asked by Niramu on how the DGP could progress without her. After Suel had answered that he would replace Mitsume with Tsumuri as the next Goddess of Genesis, Suel witnessed Niramu attempting to rebel before the Producer was fatally wounded by Samas. Suel laughed at the dying Niramu for being attached with the present world's culture and society as Niram disagreed to have Tsumuri to be Mitsume's successor as the Goddess of Genesis. Once outside, he transformed into Kamen Rider Suel Gazer and continued the Grand End. As the world turned dark, Suel bowed in victory.
However, he was approached by Ace, who had survived the Grand End. With his newfound powers, Ace transformed into GeatsIX, stopped the Grand End from finishing, and defeated Suel. As an invisible Suel picked up his fallen Vision Driver, he questioned Ace if the latter's powers would lead the world into a utopia or a dystopia. As Suel declared he would be watching, he glitched out and was sent back to the future.
Genesis Arc
To ensure that his plans go through, he sends Zitt into the past to retrieve Tsumuri and restart the Grand End. After Zitt's defeat, Suel physically appears and absorbs his defeated underling. He then become Regad Omega, having the VIPs help him begin a "Final Grand Prix", blanketing the entire world in a Jyamar Area while forcing random civilians to become End Riders and kill each other for the VIPs' amusement.
But when the Riders and the Jyamato work together to stop the Game Masters from executing players who get defeated or attempt to flee, Suel receives a visit from Ace provided by a disillusioned Girori. Suel defends his reasons for turning the DGP into a show pleasing only the VIPs by justifying that Ace provoked them. He also questions Girori's reasons for siding with Ace after holding such enmity to Ace at one point. In return, Girori exclaimed that Ace's actions shaped him to become the DGP's epitome of a Kamen Rider and that his actions promotes World Peace above anything else. Ace then exclaimed that Suel won't get his way any longer before transforming into Geats IX, the two engaging each other in their Kamen Rider forms at an abandoned parking lot, Regad Omega having the advantage before his right arm is immobilized thanks to Neon and Kousei convincing some of the VIPs to abandon Suel to his fate or suffer the wrath of the Audience.
Regad Omega responds to the handicap by simply activates the Reverse function of his Zillion Driver, forcing Ace back to his pre-powered state while exclaiming that Ace's choice to retain his free will made him mortal and thus susceptible to Regad Omega's time-manipulation. He then witnesses as Tsumuri, possessed by Black Tsumuri, appeared with a Magnum Shooter 40X in her hand and executes Ace.
With his arch nemesis gone, Suel looked as Black Tsumuri leaves Tsumuri's body with the latter horrified of what she did. Then Suel silenced the remaining VIPs to regain mobility of his right arm, gloating that Ace will not be able to stop him by the time he reincarnates as he proceeds to go after the remaining riders personally.
Once Black Tsumuri announced Ace's demise to the world, Suel appeared in front of Keiwa and Neon, immediately wasting no time in attacking them by using Magnum Infinity. Although Keiwa and Neon tries to combat him by transforming into Tycoon Bujin Sword and Na-Go Fantasy respectively, even after joined by Michinaga as Buffa Jyamashin, the three proven to be inferior as Suel regressed them to before they obtained their powers. Suel mocked the trio as a bunch of powerless dreamers, exclaiming that by not becoming a Rider, their desire will forever be unfulfilled. However, Keiwa, Neon and Michinaga refuses to give up. They hold on Ace's belief that their desire will come true, as long as they keep wishing for it. As if to answer the trio's resolve, Geats Boost Magnum appeared and fended Regad Omega away using his boost striker to the latter's disbelief.
After Ace explained he took advantage of Suel's plan to become a true deity upon death, he restores the trio's Desire Drivers, Suel is swiftly and soundly bested by Keiwa, Neon and Michinaga working together, despite using their basic forms (Ninja, Beat and Zombie respectively). While Suel uses Reverse to undo the damage the Trio caused, Ace appears as Geats IX, claiming that a God's power outclassed Time itself, before attacking Suel with Boost IX Victory, resulting in a big explosion. After the flames and smokes settles, Suel is standing untransformed with Ace no where to be seen. But Suel's body starts to glitch away, and his mask is cracked. Ace, revealed to be inside a horrified Suel's body, exclaimed that Suel is already dead while destroying him from the inside-out. Ace proceeds to restore the world, ending Suel's game with his remaining followers all destroyed as the Audience sealed the gate to prevent their escape.
Personality
Suel is a ruthless, cunning, tyrannical, and selfish individual, having made the Desire Grand Prix to satiate his own sadistic whims, viewing it as the best shape of entertainment, admitting to Tsumuri that he takes pleasure at the sight of humans destroying each other for the sake of gaining their wish.
Compared to the other DGP staff members, Suel has no intention to be attached with the conquered world's culture and society. He shows no qualms of losing his staff, viewing them as expendable, like how he forced Mitsume to become the Goddess of Genesis and discarded her when was no longer useful, firing Nemeru after he finds out about the latter's experimentations of the Jyamato without his permission, and having Samas shoot Niram for daring to defy him, and reabsorbing Zitt after being defeated by GeatsIX.
His sadism also extends to how he views the Kamen Riders paricipating in the DGP, referring to them as lowly 'circus animals' who are incapable of getting their wishes without their Rider powers. He holds high contempt towards Ace, even going as far as to use the Zillion Driver's Reverse ability to rewind his personal timeline to the point that Ace was physically powerless and having Black Tsumuri possess her original counterpart in order to shoot Ace in the head with the Magnum Shooter 40X. Even seemingly getting rid of Ace, he is still not above using underhanded attacks against Keiwa, Neon and Michinaga, using his time-manipulating powers to interrupt or undo their attacks whenever he is nearly beaten, rendering them powerless.
His ego and lack of foresight proved to be his undoing as he was bewildered by the fact that Ace was alive and had become a complete God of Genesis in the process, restoring Tycoon, Na-Go and Buffa's powers, and Suel's last moments were spent claiming that it was impossible for him to be defeated as Ace possesses him and destroys him from the inside.

- Invisibility: Outside the Desire Temple, Suel appears invisible, leaving only his mask, red hood, and gloves on.
- Teleportation: Suel can teleport from place to place, and can multiply as a result to appear in more than one location. He can also teleport other people if he wishes.
- Resurrection: Suel can resurrect a DGP Staff member without having to utilize a Vision Driver to access the Goddess of Genesis's powers, as stated by Niramu.
- Voice Input: Suel can directly create wishes on Desire Card through voice input without needing to physically write them down.
- Shockwave: Suel can produce powerful shockwaves, which can be used along with his teleportation ability.
- DGP System Access: Suel has full control over the DGP, even without the use of a Vision Driver, and can override the Vision Drivers of both the Game Producer and the Game Master.
- Levitation: Suel is seen to have the ability to levitate.
- Disintegration: Before reabsorbing Zitt into himself, he disintegrated him to do so.
- Reabsorption: Suel reabsorbs Zitt back after his defeat.
- Raise Buckle Genesis: As Regad Omega, Suel can produce Raise Buckles out of thin air.
Weaknesses
- Audience Support: Regad Omega relies on the VIP audience members to gain its further abilities. Without their support, if they such decline Suel's intentions, this could reduce his power tenfold and immobilize his body parts. Suel could dismiss the VIP audience members to allow him to move again, however the demerit will stay the same.
- Time Manipulation Immunity: Regad Omega's Zillion Driver allows him to manipulate time around his opponents; however, it can't affect a higher state of beings. Though it previously worked on Ace, stripping him off Desire Driver and abilities, he could not do it again, since Ace fully ascended into godhood, becoming immune to the time manipulation.

Suel Gazer's primary form is accessed by authenticating the Providence Card with the Vision Driver.
Compared to the others, Suel Gazer has even higher stats than the previous Gazer. Suel Gazer mainly fights using the Dominion Ray (ドミニオンレイ, Dominion Rei) drones to create energy shields to block enemy attacks. He can also use the Dominion Ray to create an energy whiplash.
Kamen Rider Suel Gazer consists of the following parts:
- Gazer Mask (ゲイザーマスク, Geizā Masuku): The head.
- Gazer Antennae (ゲイザーアンテナ, Geizā Antena): The dimensional observer. It performs dimensional observation within an observation range with a radius of 70 km, and is responsible for acquiring detailed information about the surrounding environment and objects before sending it to the Glare Vision. It also has advanced drone control functions.
- Gazer Vision (ゲイザーヴィジョン, Geizā Vijon): The visual device. High-dimensional images processed in real time from cameras on various parts of the body are displayed on an internal hemispherical monitor to provide a seamless view of the real and virtual worlds.
- Dimension Signal (ディメンションシグナル, Dimenshon Shigunaru): The detection device. By continuously monitoring the state of space-time, it detects events that may interfere with the stable operation of Kamen Riders, such as fluctuations in space-time, and issues a warning. At that time, the transformation may be canceled.
- Bloodshot Over (ブラッドショットオーバー, Buraddoshotto Ōba): To obtain the enormous amount of energy needed to execute the Grand End, the Vision Driver's limiter is cut and the Dimension Signal detects its overload condition.
- Head Pedestal (ヘッドペデスタル, Heddo Pedesutaru): The head device. It is responsible for expanding the functionality of the user's head, and by means of an unknown armor material called metamaterial, it has both high hardness that surpasses diamond as well as excellent toughness to repel all impacts.
- Gazer Crush (ゲイザークラッシュ, Geizā Kurasshu): The mouth section. It maintains the breathing of the user by preventing the entry of toxic substances, etc., allowing for the extraction of oxygen underwater and breathing for short periods of time in oxygen-free environments.

- Gazer Arm (ゲイザーアーム, Geizā Āmu): The arms. Using super-high-pressure energy supplied from the Vision Driver, it realizes super-speed combat motions.
- Absolute Manipulator (アブソリュートマニピュレーター, Abusoryūto Manipyurētā): The gloves. They demonstrate enough combat power to dominate the area solo by enhancing punch power and grip strength. A debuff program can also be applied to the target at the moment of impact to adjust the relative power balance.
- Gazer Leg (ゲイザーレッグ, Geizā Reggu): The thighs. Using the super-high-pressure energy supplied from the Vision Driver, a finishing move that boasts overwhelming destructive power can be activated.

Etymology
- Suel's name is derived from "to look at" (見据える, Misueru) in Japanese.
- The name Regad is an improper spelling of the English word "regard", meaning "to look", with Omega added on.
Notes
- Suel's mask is a retool of Colus' Game Master mask, repainting the jaw portion and with a new visor piece.
- While the suits are otherwise identical, Suel Gazer's helmet has additional red accents that are absent on Gazer. Similarly, Regad Omega is identical to Regad except the visor has opened to reveal a single large eye.
