Seira Fukamachi (セーラ・深町, Sēra Fukamachi) is a CIA agent who tracks Shin and those connected to ISS/the Foundation.
History[]
Seira is 28 years old female leader of the CIA command team's agent. She meet Shin while conducting an investigation on the Institute of Super Science. She was obedient to his mission, and her ability could be seen when deploying troops to the site of attacks carried out on trucks transporting Onizuka and other illegal activities.
However, when dealing with Shin, who is closely related to the Foundation's secrets, as if transformed into a strange figure in front of him, she is confident Shin will be safe in this crisis and will not be cruel.

In S.I.C. Hero Saga, her name is mentioned. It is said from Shiin Kazamatsuri's own mouth that she is aiming for Shiin (Shin Kazamatsuri's son) as a CIA affiliation.
