Rai Washio (鷲尾 雷, Washio Rai) was the younger brother of Fu Washio, hailing from Seito. He was able to transform into the white Kaiser, Engine Bro's (エンジンブロス, Enjin Burosu).
History
Background
Rai Washio is the younger brother of Fu Washio hailing from Seito. Both brothers were amoung several orphans adopted by Namba Heavy Industries President, Juzaburo Namba. As one of the "Namba Children", he pledges absolute loyalty to Namba Heavy Industries. It is there where Rai and Fu were indoctrinated and trained as soldiers.
Japanese Civil War

Rai and Fu made their first presence during Seito's invasion on Hokuto after Kiba defeats Seito Guardians as Owl Hazard Smash. They quickly defeat the latter as Remocon and Engine Bro's easily and taunt Kazumi Sawatari to become Seito weapon, if he wants Kiba to live. After they torture Kiba, Kazumi arrives with Akaba where he rejects Rai offer. When Grease and Akaba tried to escape with Kiba, Fu had the upper hand until Kiba shielded him. As Kazumi and Akaba reach the Touto borders, Sento Kiryu and Ryuga Banjo awaited to battle the Washio brothers, until they were finally aided by Kamen Rider Rogue.
Joining Seito's forces in an attack on the Touto government office, the Washio brothers covered Rogue as he went in to claim the Pandora Box, engaging Kamen Riders, Cross-Z Charge, Grease and Build before the latter caught up with Rogue. Eventually, the Kaisers succeeded in defeating Cross-Z Charge and Grease.
Alongside Rogue, the Washio brothers represented Seito in a three-stage proxy battle with Touto. Fu faced Grease in the first round and initially overwhelmed the Kamen Rider only to be shockingly defeated when Grease, recalling his deceased comrades, persevered and struck back at Engine Bro's. With Rai defeated, his Gear Engine was used by Fu alongside the Gear Remocon to face Cross-Z Charge as their combined form, Hell Bro's in the second round. [The Treacherous Deathmatch] During their battle, Fu claimed to Ryuga that, since his brother had failed, Rai had been taken away by Seito with his survival depending on the elder Washio's victory, using the resulting hesitation in Ryuga to knock him out of the contest. Soon after, Rai arrived, having been unharmed, and gloated with his brother.
The Evolto Revolution
Although the war between Touto and Seito had come to a close with the proxy battle, Blood Stalk decided to press on used the completed Pandora Box to transfigure Sky Wall into the Pandora Tower after inserting the Fullbottles into the Panels. As Seito continued their invasion on Touto, the Washio brothers accompanied Stalk at the Touto-Hokuto border and combatted Build, Cross-Z Charge, and Grease. Although Rai held Misora hostage, they were forced aside by the presence of Vernage who took control of Misora's body and took the Kamen Riders away from the battle.
The Washio brothers continue to accompany Blood Stalk as the Kamen Riders stormed the Pandora Tower to reclaim the Pandora Box from Seito's custody. Rai engages with Cross-Z, who uses the Magma Knuckle to completely overwhelm him in battle. After Rai gets defeated, Fu receives the Gear Engine to become Hell Bro's once more. Although Blood Stalk arrived to create a new battlefield using the Pandora Box, Hell Bro's is defeated by Build TankTank Form, and the Kamen Riders continue pursuing Stalk and reclaim the Pandora Box.
The Washio Brothers are used as bait to keep Team Build Riders from Touto HQ while Rogue and Blood Stalk are clearing the Touto Guardians so Rogue could abduct his father.
The Washio brothers are later seen accompanying Evolto-Sento in battling the Team Build Riders who are later joined by the redeemed Rogue who finishes off his brother as Hell Bro's.
Final Battle And Death
Rai disintegrates in the black hole.

After Evolto declares his intentions to rule the world to Namba, Nariaki Utsumi decides to strengthen the Washio brothers by injecting them with an extra dose of Nebula Gas, that puts them in risk of disintegrating their bodies. However, even with the conditioning and temporary alliance with the Kamen Riders, Kamen Rider Evol Black Hole is still too much for them to handle. Evol then generates a black hole at Engine Bro's. As the black hole began to tear him apart, Rai give his Gear Engine to his brother and swears his absolute allegiance for Namba Heavy Industries as he fades away.
Post-mortem
Despite not showing in the new world, it is implied that Rai (alongside his brother Fu Washio) was also revived in new world after world merging incident.
When Killbus reactivated the Pandora Box, everyone who directly exposed to the Nebula Gas regained their memories from the old world, Rai is possibly also among the people who got back their memories alongside with his big brother, Fu.
Personality
Compared to his brother, Rai was more outspoken and seems to be prideful with his abilities. He has a tendency to mock his opponent to let his/her guard down. He also doesn't hesitate to use underhanded tricks, like capturing an unconscious Misora and keeping her hostage to force Touto's Kamen Riders to relinquish their Fullbottles. Nevertheless, both Fu and Rai are cruel and ruthless and like to torture their defeated opponents.

Engine Bro's (エンジンブロス, Enjin Burosu) is the white Kaiser, transformed into by inserting the Gear Engine into the Nebulasteam Gun.
Engine Bro's possesses the strength to rival Kamen Rider Grease, Kamen Rider Cross-Z Charge, and Kamen Rider Build RabbitTank Sparkling Form, only beginning to struggle with Build's RabbitTank Hazard Form. Engine Bro's, however, is not without a weakness. Being based on an engine, he can easily be damaged with water-based attacks.
Remocon Bro's and Engine Bro's share a single Nebulasteam Gun and Steam Blade. In battle, Remocon Bro's usually wields the Nebulasteam Gun while Engine Bro's usually wields the Steam Blade.
Engine Bro's is composed of the following parts:
- Engine Bro's Head (エンジンブロスヘッド, Enjin Burosu Heddo) - The helmet.
- Engine Dark Visor (エンジンダークバイザー, Enjin Dāku Baizā) - The engine-like visor covering the entire left side of the helmet. It is a shock-resistant frame that has been stretched to demonstrate high defensive capabilities against physical attacks.
- Grudge Signal (グラッジシグナル, Gurajji Shigunaru) - The white gear on the forehead. When the user's level of anger surges, the chest-mounted Nebula Generator is operated at a higher rate, resulting in increased combat ability.
- Dusk Seeker Eye (ダスクシーカーアイ, Dasuku Shīkā Ai) - The red eye. It is a highly sensitive sensor that can detect a moving body's reaction and heat sources. It is also capable of night vision, chemical detection and can examine enemy traces.
- EB Side Blade (EBサイドブレード, EB Saido Burēdo) - The antenna. It can collect information in realtime to grasp the capabilities of enemies. It also manages the body's condition and automatically repairs any broken or damaged areas.
- EB Face Guard (EBフェイスガード, EB Feisu Gādo) - A defensive gear located around the mouth and chin area. It can release a special wave to weaken an enemy's energy attack, minimising damage.
- Air Face Duct (エアフェイスダクト, Ea Feisu Dakuto) - Exhaust devices/air filters located around the chin area. When air is breathed in, harmful substances are removed. It can discharge any taken toxins back into the environment.
- Cog Chest Armor (コグチェストアーマー, Kogu Chesuto Āmā) - The robust chest armor. It has a built-in Nebula Generator (ネビュラジェネレーター, Nebyura Jenerētā) which can produce special steam that enhances Remocon Bro's' fighting ability by temporarily speeding up movements to increase attack power.
- Gear Steam Shoulder (ギアスチームショルダー, Gia Suchīmu Shorudā) - The right shoulder armor. It optimises arm movement to increase attack efficiency. It can scatter colored gas through armor gaps.
- EB Unlimited Suit (EBアンリミテッドスーツ, EB Anrimiteddo Sūtsu) - The shockproof bodysuit. Along with protecting the wearer’s body, there is a limiter installed that can be released to bring out full physical ability.
- Punishment Arms (パニッシュメントアーム, Panisshumento Āmu) - The arms. They combine power and speed, and is capable of rapid punches and elbow blows.
- Gear Torque Gauntlet (ギアトルクガントレット, Gia Toruku Gantoretto) - A special device mounted on the right forearm. It can generate special energy cutters in the form of gears to launch at enemies.
- Dominate Gloves (ドミネイトグローブ, Domineito Gurōbu) - The reinforced hands. It's shape makes it suitable for melee attacks, and is capable of thrusting attacks thanks to its sharp claw-like fingertips.
- Puishment Legs (パニッシュメントレッグ, Panisshumento Reggu) - The legs. They combine power and speed, and is capable of continuus kicks and high-knee kicks.
- Metal Knee Bat (メタルニーバット, Metaru Nī Batto) - The knee armor. Optimises leg movement to improve their speed.
- Aidron Shoes (アイドロンシューズ, Aidoron Shūzu) - The feet. They are good at quick and quiet movements, allowing Engine Bro's to quickly sneak up to enemies. A special steam can be dispersed from the tips to create afterimages, disorienting opponents.

Behind the Scenes
Portrayal
Rai is portrayed by Yuudai Nasuda (奈須田 雄大, Nasuda Yūdai). As a teenager, he is portrayed by Taiga Watanabe (渡辺 虎雅, Watanabe Taiga), who previously played a baby in Kamen Rider Den-O and also the son of suit actor Jun Watanabe.
As Engine Bro's, his suit actors were Keisuke Azuma (東慶介, Azuma Keisuke) and the late Daichi Nobe (野邉 大地, Nobe Daichi).
Etymology
The Kanji that makes up Rai's first name (雷) translates to "thunder". This also explains the meaning behind his prideful and boastful personality: "Loud like thunder".
