An unnamed woman was Sougo Tokiwa's first love, whom he refers to as "Miss Sailor" (セーラーさん, Sērā-san).
Sougo encountered her as a child when he hurt his knee at a park. The girl appeared and patched him up before playing with him. As they departed, she called him cute, leading to Sougo's infatuation with her. Sougo came up with the nickname "Miss Sailor" as a reference to her wearing a sailor fuku.
Several years later, Sougo would mistaken Yuko Kitajima to be "Miss Sailor". After Another Kiva's defeat, Sougo encountered a woman whose bike broke down and helped her fix it. Afterwards, she called Sougo cute once again and rode off, leading Sougo to realize the woman's true identity.
Miss Sailor seems to be a kindhearted person who would help an injured boy heal and play with him. She showed gratuity towards Sougo for fixing her bike. On both occasions, she lifted Sougo's chin and affectionally called him a cutie.
- The girl in the flashback silhouettes was portrayed by Tomoka Takahashi (高橋 朋伽, Takahashi Tomoka), while the one Sougo met in the present was portrayed by actress Yu Takahashi, who previously played Yuri Aso in Kamen Rider Kiva.
- Miss Sailor's appearance was a surprise since early promotional material had confirmed that Kenji Matsuda and Yu Takahashi would return to fully reprise their original roles as the Kiva-representatives for the tribute arc. However, during the opening credits, Takahashi was only credited as "???".
