Masato Kusaka (草加 雅人, Kusaka Masato) is an android replica of the original Masato Kusaka who transforms into Kamen Rider Kaixa (仮面ライダーカイザ, Kamen Raidā Kaiza, Masked Rider Kaixa). He would later become one of the final antagonists of the movie alongside Nozomi Kitazaki.
History[]
Twenty years ago, the original Masato Kusaka was killed by Yuji Kiba, reducing him to ashes. However, for unknown reasons, Kusaka has mysteriously returned and appears at Western Laundry Store Kikuchi. He transforms into Kamen Rider Kaixa and unexpectedly fights to protect the Orphnochs from the new threat posed by Smart Brain, despite his previous animosity towards them.
When Takumi Inui battles Nozomi Kitazaki, Kusaka rushes in alongside Kei and Kaido as reinforcements. At Takumi's request, he tried to protect Mari Sonoda. However, Kusaka's true identity as a android created by Smart Brain is revealed as he loses control of himself. The choker around his neck dissolves, revealing his serial number and logo. Now compelled to "eliminate Ryusei School students when they transform into Orphnochs," Kusaka crushes the Kaixa Phone, replacing it with the Kaixa Phone XX and transforms into Kamen Rider Next Kaixa.
Next Kaixa ruthlessly attacks Mari in her Wildcat Orphnoch form. As he spots the original Faiz battling Muez, Kusaka shifts his focus to join forces with Kitazaki. Despite their combined efforts, they lose the upper hand when the Auto Vajin returns to Faiz, and they ultimately succumb to the Wildcat Orphnoch's slashing attack and Faiz's Crimson Smash in quick succession, both exploding into pieces.
Nevertheless, Smart Brain continues to mass produce Kusaka androids, and one of the backup Kusaka androids assumes the role of the new president.

Once transformation is completed, the Kaixa Armor has several key features in its design to protect protection to the user. Like all gear, the Kaixa armor manifests when the Kaixa Driver generates Photon Blood, a glowing substance generates the soft Sol Foam suit, Sol Metal armor, and Fullmetal Lung chest armor via traveling through the two yellow Photon Streams lines that gives Kaixa "greater strength at the cost of speed". The steams end at the Photon Terminals at the gauntlets and Power Anklet greaves, the right Anklet having a Energy Holster that the Kaixa Pointer can be connected it. The helmet is unique due to its Global Feeler antenna to link up to Smart Brain's networks and the X Finder visor that gives Kaixa incredible vision to see in darkness, giving the illusion of a glowing eye, and a limited amount of X-ray vision.

Kamen Rider Next Kaixa (仮面ライダーネクストカイザ, Kamen Raidā Nekusuto Kaiza)[7] is Kaixa's latest form accessed using the SB-913PXX Kaixa Phone XX in the previous Kaixa Driver.

- Nozomi Kitazaki/Kamen Rider Muez (II): Although they are initially against one another, Kusaka ultimately becomes an ally to Kitazaki after switching back over to Smart Brain. But despite their team-up as Next Kaixa and Muez, they are destroyed together by the combined efforts of Faiz, Wildcat Orphnoch and the Auto Vajin.
- Smart Lady: When the next Kusaka android awakens to become the next Smart Brain president, he is greeted by Smart Lady in her overbearingly cheerful tone. Kusaka is unbothered by this as he evilly grins at her, causing her to clap in excitement.

- Takumi Inui/Kamen Rider Next Faiz/Wolf Orphnoch/Kamen Rider Faiz (I): Kusuka initially has a somewhat positive view of Takumi as someone who doesn't go back on his ideals, but still considers him a rival for Mari's affections. When his true nature as an android is revealed however, Kusaka turns on Takumi and mocks him for using the outdated Faiz gear against his own Next Kaixa gear. But he is ultimately proven wrong when Faiz destroys both Next Kaixa and Muez at the same time.
- Mari Sonoda/Wildcat Orphnoch: When he initially poses as the original Kusaka, Mari readily accepts him back into the laundromat shop but still rejects his affections for her. After she awakens as the Wildcat Orphnoch, Kusuka betrays Mari and reveals his true android status. As they fight, Next Kaixa creepily tries to caress Wildcat Orphnoch and then proceeds to overpower her. But she ultimately gets the last laugh with his destruction.
- Rena Kurumi/Kamen Rider Muez (I): Kaixa briefly battles Muez when she and Kitazaki launch a surprise attack on the ramen restaurant.

- While addressing Masato Kusaka's unexpected return, Shin-ichiro Shirakura mentioned in an interview that Mari was only informed of Kusaka's demise but never saw his ashed remains. Hence, it would not be unnatural for her to accept Kusaka re-entering their lives as if nothing had happened.[9]
- Unlike Takumi, who uses the SB-555BN Faiz Driver NEXT belt to become Kamen Rider Next Faiz, Kusaka uses the original Kaixa Gear belt along with the Kaixa Phone XX to become Kamen Rider Next Kaixa.
