Masato Kusaka (草加 雅人, Kusaka Masato) is an android replica of the original Masato Kusaka who transforms into Kamen Rider Kaixa (仮面ライダーカイザ, Kamen Raidā Kaiza, Masked Rider Kaixa). He would later become one of the final antagonists of the movie alongside Nozomi Kitazaki.
History[]
Twenty years ago, the original Masato Kusaka was killed by Yuji Kiba, reducing him to ashes. However, for unknown reasons, Kusaka has mysteriously returned and appears at Western Laundry Store Kikuchi. He transforms into Kamen Rider Kaixa and unexpectedly fights to protect the Orphnoch from the new threat posed by Smart Brain, despite his previous animosity towards them.
When Takumi Inui battles Nozomi Kitazaki, Kusaka rushes in alongside Kei and Kaido as reinforcements. At Takumi's request, he tried to protect Mari Sonoda. However, Kusaka's true identity as a android created by Smart Brain was revealed, and he loses control. The choker around his neck concealed the serial number and logo. Now compelled to "eliminate Ryusei School students when they transform into Orphnochs," Kusaka crushes the Kaixa Phone, replacing it with the Kaixa Phone XX and transforms into Kamen Rider Next Kaixa.
Next Kaixa ruthlessly attacks Mari in her Wildcat Orphnoch form. Afterwards, he spotted Faiz battling Muez in his original form at an abandoned factory. Kusaka shifts his focus to join forces with Kitazaki. Despite their combined efforts, Faiz in his original form proves too formidable, and Kusaka ultimately succumbs to the Wildcat Orphnoch's slashing attack and Faiz's Crimson Smash in quick succession, exploding into pieces.
Nevertheless, Smart Brain continues to mass produce Kusaka androids, and one of the backup Kusaka androids assumes the role of the new president.

Once transformation is completed, the Kaixa Armor has several key features in its design to protect protection to the user. Like all gear, the Kaixa armor manifests when the Kaixa Driver generates Photon Blood, a glowing substance generates the soft Sol Foam suit, Sol Metal armor, and Fullmetal Lung chest armor via traveling through the two yellow Photon Streams lines that gives Kaixa "greater strength at the cost of speed". The steams end at the Photon Terminals at the gauntlets and Power Anklet greaves, the right Anklet having a Energy Holster that the Kaixa Pointer can be connected it. The helmet is unique due to its Global Feeler antenna to link up to Smart Brain's networks and the X Finder visor that gives Kaixa incredible vision to see in darkness, giving the illusion of a glowing eye, and a limited amount of X-ray vision.

Kamen Rider Next Kaixa (仮面ライダーネクストカイザ, Kamen Raidā Nekusuto Kaiza)[7] is Kaixa's latest form accessed using the SB-913PXX Kaixa Phone XX in the previous Kaixa Driver.

- While addressing Masato Kusaka's unexpected return, Shin-ichiro Shirakura mentioned in an interview that Mari was only informed of Kusaka's demise but never saw his ashed remains. Hence, it would not be unnatural for her to accept Kusaka re-entering their lives as if nothing had happened.[9]
- Unlike Takumi, who uses the SB-555BN Faiz Driver NEXT belt to become Kamen Rider Next Faiz, Kusaka uses the original Kaixa Gear belt along with the Kaixa Phone XX to become Kamen Rider Next Kaixa
