Masakuni Mido (御堂 正邦, Midō Masakuni) was the Prime Minister of Seito, before being murdered by Evolto who later impersonated him, following Juzaburo Namba.
History[]
Background[]
Masakuni Mido was the Prime Minister of Seito. Seven years ago, Tajimi sat alongside Gentoku Himuro and Yoshiko Tajimi during the INSET ceremony. After Soichi Isurugi activated the Pandora Box and raised the Skywall, Mido was exposed by the box's blinding light as Japan divided it into three regions.
As a result, Mido became power hungry and had plans to occupy Hokuto in collaboration with Namba Heavy Industries. His policies were to expand young people overseas and to recover the economy through technological capabilities.
Prelude to the War[]
Mido keeps in contact with the other Prime Ministers, Taizan Himuro and Yoshiko Tajimi, regarding their monthly meetings to report each their nation's growths. Mido discussed Seito's economic progress, and along with Tajimi declined to make any unified movements when Himuro suggested so. When Prime Minister Himuro tried to extend his hands to shake his and Tajimi's to agree on the next meeting, both left and terminated the communication.
As the three Prime Ministers decided to meet public at the Touto Institute of Advanced Matter Physics to examine the Pandora Box, Blood Stalk invaded the institute in order to claim the Box for Faust. He and Tajimi later berates Prime Minister Himuro for being unable to deal with the Kamen Rider and Ryuga Banjo and letting them escape into her capital, only for Himuro to have an immediate heart attack.
The Japanese Civil War[]
As Hokuto launched their invasion into Touto and began to employ the forces of the Hokuto Sanbagarasu and Kamen Rider Grease against Touto's Kamen Riders, Mido and the nation of Seito initially remained neutral over the conflict. Although Tajimi proposed to join hands against Touto, but he passed over the opportunity.
While the war between Touto and Hokuto persisted, their representative Kamen Riders fought against each other in a proxy battle, with Build prevailing over Grease. However, Mido had secretly arranged for Seito's army of Guardians led by their own Kamen Rider to seize the nation of Hokuto. Tajimi had been sold out by Blood Stalk, only learnt this when the proxy battle ended with defeat for Hokuto, and was taken into custody on Mido's orders.
With the personal backing of Nanba Heavy Industries' Juzaburo Namba, Mido followed up the subjugation of Hokuto by declaring war on Touto. Having been provided with the new Kaisers, Engine and Remocon Bro's, Mido presented Seito's fighting prowess in a message broadcast to the Touto government, presenting Seito's Guardians and Kaisers at the Sawatari Farm. Mido gave his personal thanks to Nariaki Utsumi, who was responsible for updating the Kaiser System originally developed by Kaisei Mogami.
Having had Touto's government office bugged, Mido learnt from a conversation between Taizan Himuro and Sento Kiryu that, in light of Gentoku's new allegiance to Seito as Kamen Rider Rogue, they were planning to move the Pandora Box to a secure location. Before this could happen, Mido sent Gentoku to claim the Pandora Box for Seito.
In the final stage of the war between Seito and Touto, an arrangement was reached by both governments where the two nations would pit their Kamen Riders against Seito's forces. After the final round ended with Rogue defeated by Build, Mido accepted his defeat and upheld his end of his promise to withdraw from the war. However, he would be killed by Blook Stalk and replaced by Juzaburo Namba by taking up his appearance.
Post-mortem[]
In the guise of Masakuni Mido, Namba launched a new invasion of Touto. As the proxy vattle had not been made available for viewing by the general populace of Japan, "Mido" made the claim that Seito had actually prevailed, and that Touto was refusing to abide by the terms agreed. Following Namba's death, Evolto took on Mido's form as he continued to berate the Kamen Riders, even appointing his Blood Tribe allies as the countries' governors.
Eventually, Evolto revealed himself by dropping his "Masakuni Mido" disguise in a live address broadcast nationwide from Pandora Tower. Recounting the events of the Sky Wall Tragedy and the resulting Japanese Civil War culminating in the reunification of Japan under the might of Seito, it was at this point that Evolto revealed himself, though not before challenging the Kamen Riders to a last stand.
New World[]
In the new world, Mido is a member of Prime Minister Himuro's new cabinet and serves as Japan's Minister of Foreign Affairs.
Personality[]
Similar to Tajimi, Mido's previously personality prior to the Sky Wall Tragedy is unknown. Afterwards, the man became a power-hungry maniac with little remorse for any of his actions. He also shows himself to be rather cunning, as he purposely waited for Touto and Hokuto to battle each other, then take out the loser. In Tajimi's case, Mido jumped at the opportunity to wipe out her entire army when he saw that she practically left herself, and by extension Hokuto, in an all-or-nothing approach by sending out her entire military force. He is also rather smug, confident in Namba's subordinates that they would emerge the victors in their battle against Team Build.
Despite his negative traits, however, Mido was not without honor. Even though he was greatly frustrated by his loss, he was fully willing to return the Pandora's Box and the Fullbottles over to Touto, the only thing that any of Build's higher up villains were never willing to do.

Masakuni is portrayed by Norimasa Fuke (冨家 規政, Fuke Norimasa), who previously guest-starred in Samurai Sentai Shinkenger as Mamoru Shiraishi, father to Mako Shiraishi/ShinkenPink.

- Mido serves as a foil to Tajimi. Tajimi, like others affected by the light produced by the Pandora's Box, was power-hungry and was willing to attack Touto in the event the Touto Rider Representative with Hokuto's entire military force. Mido, in contrast, was willing to honor the terms of his agreement with Touto and begrudgingly accept his loss.
