Lyon Arkland (リオン・アークランド, Rion Ākurando)[1] is the main antagonist of Zero-One Others: Kamen Rider MetsubouJinrai. He was the CEO of ZAIA Enterprise United States who transformed into Kamen Rider Zaia (仮面ライダーザイア, Kamen Raidā Zaia).

Background[]
Lyon Arkland is the CEO of ZAIA Enterprise's United States branch who worked with a multitude of other technological companies to develop Ark, which was named after him. The artificial intelligence of Ark was eventually sabotaged by Gai Amatsu, who inputted information of human malice, resulting in the satellite to reach the conclusion to destroy humanity. Since then, he blamed Hiden Intelligence for this, but harbored an secret agenda to use Humagears as a tool for war.
Zero-One Others: Kamen Rider MetsubouJinrai[]
During a conference with the other ZAIA branches, Arkland expressed approval of Gai Amatsu and Williamson Yotagaki's tenures with ZAIA Enterprise Japan which given birth to the chaos that he desired. Deciding that the Sold Humagear plan would be put into action, As scouted him to become the Ark's successor by granting him a Zero-One Driver. He arrives in the the forest in Daybreak Town with Sold9 and Sold20 to capture Jin, who is then saved by Horobi. Using the ZAIA Thousandriver that he confiscated from Gai Amatsu, Arkland transforms into Kamen Rider Zaia to best them in battle, and successfully captures Jin.
After bringing Jin to the ZAIA Japan headquarters, Arkland reveals Jin's additional purpose of being rebuilt was to serve as a prototype of the Sold Project, mass-produced Humagear soldiers. Arkland turns Jin as the center of the Massbrain System. When Horobi, Naki, and Ikazuchi arrive to rescue Jin, Arkland and his Humagear soldiers reveal themselves and fight the MetsubouJinrai Riders. The quartet use the Massbrain System to use into Kamen Rider MetsubouJinrai in order to defeat Kamen Rider Zaia and the Sold Magia, all according to Arkland's plan to establish MetsubouJinrai.net as an enemy to humanity in order to sell his weapons of justice to defeat them. He later had Azu executed by the Sold9 and Sold20 before departing.

With the pieces falling into place, Arkland arrives to the A.I.M.S. press conference conducted by Yua Yaiba to accuse MetsubouJinrai.net for randomly attacking the ZAIA Enterprise, not helping matters as the group declares war on ZAIA. As the quartet fuse into Kamen Rider MetsubouJinrai, it cuts off the Sold Humagear's connection from the Massbrain System. Kamen Rider Zaia engages the runaway Rider, but is heavily overwhelmed as it delivers a fatal finisher to Arkland. In his final moments, Arkland gets up and spouts blood from his mouth, before falling back flat and dying.
Legacy[]
As a result of Lyon's actions, Kamen Rider MetsubouJinrai would rampage until it was destroyed by Isamu Fuwa with the Dire Wolf Key, resulting in all four MetsubouJinrai.net members dying along with it and Fuwa becoming critically injured and possibly dying as well. Lyon's actions also turned the public opinion against Humagears and provoked increased government scrutiny on them.
Personality[]
Arkland is a self-righteous and cunning businessman who sought to profit off of "justice" by igniting chaos. He intended to use the Sold Humagears as weapons of justice and instigate MetsubouJinrai.net into being seen as a threat to humanity that his soldiers will exterminate. Unlike previous successors of the Ark, Arkland isn't consumed by malice, believing instead in his own version justice as absolute.
Arkland is also shown to be quite arrogant. Despite being aware of Gai Amatsu and his actions, Arkland doesn't seem to recognize Gai and purposefully dismisses him as irrelevant, despite confiscating his Driver.
In battle, Lyon likes to insert English words such as "Come On!" and "Take That!" into his taunts. He also announces the ending phrase of "Presented by Zaia ©️" instead of allowing the driver to do so for him.

Kamen Rider Zaia's primary form is accessed by using the Triceratops and Carnotaurus Zetsumerisekeys together in the ZAIA Thousandriver.
In this form, Zaia is able to copy other riders' powers, similar to the Thousand Jacker's ability. However, he does not need to use the Thousand Jacker in order to copy powers. Instead, he needs to simply touch a rider (mostly seen by blocking their attacks with his hands).
Zaia's finisher is the C.E.O. Destruction (C.E.O.デストラクション, C.E.O. Desutorakushon): Zaia performs a side kick that sends the enemy flying and creates red gems after impact.
