Lyon Arkland (リオン＝アークランド Rion Ākurando) is the CEO of ZAIA Enterprise United States and the main antagonist of Zero-One Others: Kamen Rider MetsubouJinrai who transforms into Kamen Rider Zaia (仮面ライダーザイア Kamen Raidā Zaia). He aims to mass-produce Humagear soldiers to sell as weapons across the world, and kidnaps Jin as part of his plan.
Zero-One Others: Kamen Rider MetsubouJinrai
Lyon Arkland is the CEO of ZAIA Enterprise's U.S.A. branch who worked with a multitude of other technological companies to develop Satellite Ark, which was named after him. Ark's A.I. was eventually sabotaged by Gai Amatsu, who inputted information of human malice, resulting in the Ark to reach the conclusion to destroy humanity. Since then, he blamed Hiden Intelligence for this, and wanted to use Humagears as a tool for war.
During a conference with the other ZAIA branches, Arkland expressed approval of Gai Amatsu and Williamson Yotagaki's actions in their tenure with ZAIA Enterprise Japan, which had given birth to the chaos that he desired, and declared the Sold Humagear plan would be put into action despite the other executives voicing their concerns. After the meeting ended, he was visited by Azu who offered him a Zero-One Driver, scouting him to become the Ark's successor. He takes the Driver and departs for Japan.
In the forest outside the hideout of MetsubouJinrai.net in the abandoned Daybreak Town, Arkland arrived with Sold9 and Sold20 to capture Jin, who is then saved by Horobi. Using the ZAIA Thousandriver that he confiscated from Gai Amatsu, Arkland transforms into Kamen Rider Zaia. He fights Jin and Horobi and taunted them as he overwhelms the duo. Arkland then defeats the two Riders, injuring Horobi and capturing Jin.
After bringing Jin to the ZAIA Japan headquarters, Arkland reveals to him that defeating Ark wasn't the only reason that he was rebuilt. Dubbing Jin Sold0, Arkland explains that he is also the prototype for his Sold project, mass-produced Humagear soldiers that are unable to reach Singularity. Arkland makes Jin the center of the Massbrain System by inserting a Massbrain Zetsumerisekey, which manages the collective consciousness of the Sold Humagears.
When Horobi, Naki, and Ikazuchi arrive to rescue Jin after tracking a GPS signal he emits, Arkland and his Humagear soldiers reveal themselves and fight the MetsubouJinrai Kamen Riders. After a lengthy battle outside Zaia's building, the four Humagear Riders are defeated by the combined might of Arkland and his soldiers. However, Jin brings the other members of MetsubouJinrai into the Massbrain System, allowing them to use the MetsubouJinrai Driver and Massbrain Zetsumerisekey to transform into Kamen Rider MetsubouJinrai, much to Arkland's joy. MetsubouJinrai proceeds to easily destroy all of the soldier Humagears present with the exception of Sold9 and Sold20 before defeating Kamen Rider Zaia soon after.
After MetsubouJinrai's transformation is canceled, Arkland reveals his plans to once again establish MetsubouJinrai.net as an enemy to humanity in order to sell his weapons of justice to defeat them. Arkland states that previous successors of the Ark were able to overcome their malice, since having hearts makes them susceptible to doubts. He concludes that believing in one's own justice will give birth to a never-ending battle. Azu objects to Arkland's views and questions why he wasted the Zero-One driver that she gifted him. Arkland mimics shooting Azu with his fingers, signaling Sold9 and Sold20 to shoot their pistols and kill her before departing.
During an A.I.M.S. press conference conducted by Yua Yaiba, Arkland arrives and accuses MetsubouJinrai.net of being a terrorist organization and randomly attacking the ZAIA Enterprise building while pointing out that the agency has MetsubouJinrai employees. While Yua attempts to defend Naki's employment, a publicly broadcast declaration by Jin, Ikazuchi, and Naki interrupts her. They announce that they will attack ZAIA Japan headquarters and anyone opposing them will be eliminated. As Yua attempts to deploy A.I.M.S., Japan's Ministry of Defense., Shigeru Daimonji, informs her that they instead allowed Arkland to demo his soldiers to combat MetsubouJinrai as a way to not sour international relations.

After Horobi recgroups with the others, MetsubouJinrai arrives at the Zaia headquarters with the intent of freeing the Sold Humagears. Arkland meets them with more reinforcements and transforms into Zaia while the four become Kamen Rider MetsubouJinrai again. Before the Sold Humagears are able to transform, MetsubouJinrai cuts off their Massbrain Zetsumerisekeys, disconnecting them from the Massbrain System. MetsubouJinrai easily overwhelms Zaia, and despite Isamu Fuwa arriving at the scene and telling MetsubouJinrai to stand down, it delivers a fatal finisher to Arkland. Being forced out of his transformation, Arkland gets up and spouts blood from his mouth, before falling back flat and dying.
Arkland is a self-righteous and cunning businessman who sought to profit off of "justice" by igniting chaos. He intended to use the Sold Humagears as weapons of justice and instigate MetsubouJinrai.net into being seen as a threat to humanity that his soldiers will exterminate. Unlike previous successors of the Ark, Arkland isn't consumed by malice, believing instead in his own version justice as absolute.
Arkland is also shown to be quite arrogant. Despite being aware of Gai Amatsu and his actions, Arkland doesn't seem to recognize Gai and purposefully dismisses him as irrelevant, despite confiscating his Driver.
In battle, Lyon likes to insert English words such as "Come On!" and "Take That!" into his taunts. He also announces the ending phrase of "Presented by Zaia ©️" instead of allowing the driver to do so for him.

- Multilingualism: Lyon can speak both Japanese and English fluently, as well as interpret other foreign languages as seen with his conference call with other foreign corporate officials from ZAIA Enterprise.

This Form's finisher is C.E.O. Destruction (C.E.O.デストラクション C.E.O. Desutorakushon): Zaia performs a side kick that sends the enemy flying and creates red gems after impact.

Behind the Scenes
- Lyon's surname, Arkland, is a reference to the Ark, one of the main plot elements and the antagonist of the series. In the movie, it is explained that the Ark was named after Lyon.
- Like Kamen Rider MetsubouJinrai, Kamen Rider Zaia takes his name from the organization he is a part of.
- Lyon is the second CEO of ZAIA after Gai Amatsu to become a Kamen Rider.
- Kamen Rider Zaia's suit is a repaint of Kamen Rider Thouser and reuses Kamen Rider Ark-Zero's under suit. It is later repurposed as Kamen Rider Thouser's Bugster Virus-infected form in Kamen Rider Genms -The Presidents-.
- Kamen Rider Zaia is the first Reiwa Rider to feature a dinosaur motif.
