Kyotaro Hinata (日向 恭太郎, Hinata Kyōtarō) is the Deputy Director-General of the Ministry of Health (衛生省大臣官房審議官, Eisei-shō Daijin Kanbō Shingi-kan) working to fight the Bugsters. He is also a former doctor, the founder of the CR and the direct boss of Asuna Karino.
History[]
Background[]
In the year 2000, Dr. Kyotaro Hinata was one of the surgeons who saved the life of eight-year-old Emu Hojo and inspired him to become a doctor. After Emu's recovery, he gifted him a WonderSwan handheld video game device by Dr. Hinata as a reward for hanging on. Sometime later, Hinata joined the Ministry of Health and became the Deputy Director-General. He became directly active during the events of Zero Day as the Ministry of Health collaborated with Genm Corp. to develop the Kamen Riders to combat the Bugster Virus.
Second Bugster Outbreak[]
Hinata reviewed Asuna Karino's choice of the genius gamer M as a candidate for becoming a Kamen Rider. While he pointed out that there was already a candidate on his way, he ordered her to reopen the CR. He gives Asuna a suitcase with a Gamer Driver and Mighty Action X Gashat.
Graphite, considering the CR a threat to his plans, pursued and infected Dr. Hinata in an effort to cripple the CR. Dr. Hinata was rushed to the CR and Emu, feeling he owed the man who saved his life, recklessly tried to save his life despite the good doctor advising him not to do anything rash. He was later visited by Kiriya who asked questions about his history with Emu as he was suspected of performing his compatible surgery. Eventually, his Game Illness was cured after Emu managed to tame the Hunter Gamer and defeat Graphite with the rest of the Doctor Riders.
After Kuroto revealed himself as Kamen Rider Genm and showed his alignment with the evil Bugsters led by Parado, abandoned Genm Corp which left it without a CEO. Hinata issued an order for Kuroto's arrest and is currently looking for a replacement CEO for Genm Corp.
Publicly Revealing The Bugster Virus[]
As a result of Graphite's pandemic and Kuroto's spree, Hinata realized that hiding the Bugster virus would only cause more panic. He held a press conference, revealing the existence of the Bugsters and assuring the press that the Kamen Riders would be effective in containing the virus.
Following Kuroto's takeover of Genm Corp., Hinata warned CR of the Ministry's punishment for their role in Kuroto's escape and the destruction of Emu's Driver. If Kuroto was not defeated in two days, Hiiro and Emu would lose their right to be Kamen Riders. After the death of Kuroto at the hands of Parado, Hinata congratulates CR for defeating Kuroto to justice, while assuring Emu, who is still mourning Kuroto's death, that his actions have saved countless lives.
Kamen Rider Chronicle[]
After Genm Corp. released Kamen Rider Chronicle to the public, many civilians had been infected with Game Illness and even perished in-game. To avoid causing a panic, Hinata prohibited CR from taking action due to their nature as "rare characters" and were ordered to remain on standby. After that, he attends a press conference to speak to media while the Doctor Riders disobey his orders to fight against the Bugsters. Realizing his errors, Hinata publicly spoke to the reporters to believe in the CR Doctors, the Kamen Riders.
Despite the Ministry of Health's warnings that Kamen Rider Chronicle is a hazardous game, the game received more customers due to Genm Corp.'s claims of the victor being able to bring back the Bugster Virus victims. What also didn't help matters is Masamune Dan resuming his role of Genm Corp. and taking over Rider Chronicle for himself. However, Emu and CR were able to continue moving forward with clearing the game and end Kamen Rider Chronicle for good.
The Gamedeus Pandemic[]
With Gamedeus and his Bugster Virus pandemic spreading rapidly, the Kamen Riders continue to contain the virus until they were able to find a way to defeat the Bugster. After Kiriya Kujo and Kuroto Dan created the Doctor Mighty XX Gashat as a vaccine against Gamedeus' virus, he congratulated Kiriya for his efforts and permitted him to work as a CR doctor. As for Kuroto Dan, he authorized CR to handle him in their custody until the Ministry of Health permits him to leave.
After Kamen Rider Cronus' demise and the end of the Kamen Rider Chronicle, Hinata privately congratulates Emu at the Seito University Hospital rooftop and remarks how he changed for over sixteen years ago. He leads a press conference with Emu as the latter announced his intentions to help free the Game Illness victims from the Proto-Gashats and named those who passed away from the Bugster Virus.
Personality[]
Kyotaro is a kind and intelligent man, who is respected for his talent as much as his position. His experience as a surgeon helps him maintain his composure in stressful environments, and his wisdom has provided guidance for Emu on more than one occasion.
Kyotaro is determined to avoid a second Zero Day: He originally covered up the existence of the Bugster in order to avoid a mass panic.
Bugster Union[]
The Bugster Union (バグスターユニオン, Bagusutā Yunion) is the monster form of a Bugster-infected patient when the virus first flares up. When a Bugster-infected patient experiences enough stress, the Bugster Viruses inside multiply rapidly and overtake the patient's body, forming a giant orange virus form around it; the Union's shape seems largely irrelevant to the Bugster's appearance. Bugster Unions can only be defeated by a Kamen Rider in Level 1; the reason why is unexplained, though it may be because other Levels are too strong and may injure the patient inside the Union.

- The set for Hinata's office was reused from Kamen Rider Drive, where it was used as Roidmude 001's office. The office was also used as Mitsuaki Gamou's office in Kamen Rider Fourze.
