History
When Zawame City had been labelled as no man's land and the whole world had been invaded by Inves, Bando refused to evacuate into a shelter, given that Kouta and Mai are still "his workers". Until the JDSF arrives to evacuate Oren, Bando, Peko, Chucky, Jonouchi and Akira into the unknown location, which forces Bando to temporarily close Drupers.
3 months later after the end of Helheim Invasion, Drupers is re-opened and Bando continues to operate. Also, he is having a friendly partnership with Oren's Charmant. During the events of Movie War Full Throttle, Bando is trying to unsuccessfully impress Oren with a new fruit desert. Suddenly, he is one of the witnesses of Kouta's defeat.

Portrayal
Kiyojiro Bando is portrayed by Tomohisa Yuge (弓削 智久, Yuge Tomohisa), who previously portrayed Goro Yura in Kamen Rider Ryuki and Masato Mishima in Kamen Rider Kabuto.
Notes
- In episode 16, when Kouta thanked him for advice, Bando replied, "You know, I have experienced a lot too!" referring him to the previous roles his actor played in previous Kamen Rider seasons.
- Ironically, while here he discusses the importance of responsibility when gaining a great power, his actor's previous role in Kamen Rider Kabuto, Masato Mishima, was portrayed as a power hungry man and in the end became the Gryllus Worm after succumbing to the desire for greater power.
- Compared with his actor's other roles, he is the only one who didn't transform into a Rider.
