Plot[]
Somewhere out in the woods, Hiromi Kadota battles Azuma, a man who also alongside Hideo Akaishi, had also made a contract with Giff many years ago. In a lab, George Karizaki creates the Chimera Driver and attempts to transform. However, it fails and he accidentally unleashes his demon Chic, who reveals his intent to create an army of Riders under Giff using the eyes. After a quick shuffle, Chic escapes with the Chimera Driver and one of the eyeballs.
Nozomu Otani is a young man and medical student whose father, Kousei works for Dr. Masato Sotoumi, while his mother, Kazumi is under medication prescribed by him. His friend Ryu Mukai is a former trainee for Fenix who is looking forward to participating in Dr. Sotoumi's clinical trials in an effort to become a hero. As Ryu and other candidates enter the assembly hall to meet Dr. Sotoumi, it is revealed that the clinical trial is in fact a testing ground for the Chimera Driver and a Vistamp. After one candidate fails to transform and is "taken away", Ryu attempts to transform and is successful in becoming Kamen Rider Chimera.
After Kazumi's check up, as Nozumu and Kousei walk her home, they are attacked by the first failed candidate who then transforms into a demon. They are saved by Ryu, who transforms into Kamen Rider Chimera to protect the Otani family. Enraged by the results, Ryu confronts Dr. Sotoumi and vows to never work with him again. Azuma then appears and attacks Dr. Sotoumi for his "foolish action", to which Dr. Sotoumi admits he was actually being controlled by Chic. Chic appears in the room and possesses Dr. Sotoumi, later giving Giff's other eyeball to Azuma to stop his deteriorating and help him guide humanity once again.
Outside, Dr. Sotoumi's men attack the Otani Family, leading to Ryu to save them once again. Azuma appears and demands the Chimera Driver. Mid-fight, Nozomu picks up the Twin Chimera Vistamp while Azuma seizes the Chimera Driver. Chic appears and puts Giff's eyeball inside the Chimera Driver, to which Azuma uses along with the Tri-Chimera Vistamp to transform into Kamen Rider Daimon. The side-effects of using the Chimera Driver ultimately mutates a distraught Ryu into a demon, to which Daimon kills. Ryu's death causes an explosion, to which both Kousei and Kazumi are killed in trying to protect their son. As Chic and Azuma leave, Nozomu swears to take revenge against them.
In an ex-Fenix hanger, George completes another Chimera Driver with the other eyeball. Azuma and his men set up base at Area 666 and plans to attack the Igarashi family.
At the airport, Nozomu is approached by Ikki Igarashi to take a photo of him and his family. After Ikki, Daiji, and Sakura see their parents Genta and Yukimi go to their flight, Azuma and his men prepare to follow them onto the plane. From a distance, Nozomu also prepares to board the same plane, vowing to take Azuma down.
