Glare2's primary form is accessed by authenticating the Providence Card with the Vision Driver.
Compared to the Kamen Riders in the Desire Grand Prix, Glare2's specs are significantly higher than any of the DGP players, though Glare2 is the weakest in terms of the Vision Driver riders. They are also able to use several control devices on the suit named the Hypnoray (ヒュプノレイ, Hyupunorei) to control the Riders, by having it forcefully replace the Riders' Crest Gears and latch onto their heads. The Hypnoray can also be used to fire laser beams with an individual Hypnoray and charge a powerful blast with a pair of two.
Kamen Rider Glare2 consists of the following parts:
- Glare2 Mask (グレア2マスク, Gurea Tsū Masuku): The head.
- Glare2 Antennae (グレア2アンテナ, Gurea Tsū Antena): The dimensional observer. It performs dimensional observation within an observation range with a radius of 30 km, and is responsible for acquiring detailed information about the surrounding environment and objects before sending it to the Glare2 Vision.
- Glare2 Vision (グレア2ヴィジョン, Gurea Tsū Vijon): The visual device. High-dimensional images processed in real time from cameras on various parts of the body are displayed on an internal hemispherical monitor to provide a seamless view of the real and virtual worlds.
- Dimension Signal (ディメンションシグナル, Dimenshon Shigunaru): The detection device. By continuously monitoring the state of space-time, it detects events that may interfere with the stable operation of Kamen Riders, such as fluctuations in space-time, and issues a warning. At that time, the transformation may be canceled.
- Head Pedestal (ヘッドペデスタル, Heddo Pedesutaru): The head device. It is responsible for expanding the functionality of the user's head, and by means of an unknown armor material called metamaterial, it has both high hardness that surpasses diamond as well as excellent toughness to repel all impacts.
- Glare2 Crusher (グレア2クラッシュ, Gurea Tsū Kurasshā): The mouth section. It maintains the breathing of the user by preventing the entry of toxic substances, etc., allowing for the extraction of oxygen underwater and breathing for short periods of time in oxygen-free environments.
- Division Armor (ディヴィジョンアーマー, Divijon Āmā): The armor. By means of an unknown armor material called metamaterial, it has both high hardness that surpasses diamond as well as excellent toughness to repel all impacts.
- Hypnoray (ヒュプノレイ, Hyupunorei): The control device. It is a part of the Division Armor that separates and forcibly attaches to the target's head to put them under control.
- Deflect Suit (デフレクトスーツ, Defurekuto Sūtsu): The suit-type combat power strengthening device. Using energy supplied from the Vision Driver, it dramatically raises the output of the player's physical abilities. It also boasts impregnable defensive power by deploying Circle Deflector (サークルデフレクター, Sākuru Defurekutā) electromagnetic deflection shields from the circular Deflect Pits (デフレクトピット, Defurekuto Pitto) arranged throughout the body.
- Glare2 Arm (グレア2アーム, Gurea Tsū Āmu): The arms. By supplying energy from the Vision Driver, it is possible to lift targets without feeling the weight at all.
- Optimanipulator (オプティマニピュレーター, Oputimanipyurētā): The gloves. They demonstrate the power to dominate players of the Desire Grand Prix players by enhancing punch power and grip strength. A debuff program can also be applied to the target at the moment of impact to adjust the relative power balance.
- Glare2 Leg (グレア2レッグ, Gurea Tsū Reggu): The thighs. The energy supplied from the Vision Driver is gathered at the tip of the foot to activate finishing moves.
- Optimaleggers (オプティマレガース, Oputimaregāsu): The boots. They demonstrate the power to dominate players of the Desire Grand Prix by enhancing kicking and jumping power. In addition, by deploying Circle Deflectors on the soles of the feet, they create a foothold in the air to secure an advantageous position.
This form has the following finishers:
