Joseph Rando (ジョゼフ・乱堂, Jozefu Randō) is a member of Foundation X. He made a brief appearance in Kamen Rider Saber × Ghost and Kamen Rider Specter × Blades, and appears as a major character in Kamen Rider Outsiders.
He is later possessed by a clone of Evolto, who uses Joseph's body to transform into Kamen Rider Evol-X (仮面ライダーエボルX, Kamen Raidā Eboru Ekkusu).

Background[]
Joseph Rando is a member of Foundation X who developed countermeasures against the mysterious entity Zein. Cooperating with Ecole, they begin to activate Project Outsiders to fight against Zein.

After the defeats of Robes, Camille, and Marat at the hands of the Kamen Riders, Joseph appeared in a black cloak with a dubious expression on his face.
Project Outsiders[]
Joseph Rando and Ecole witnessing the recreation of Desast
After Kamen Rider Genm killed the Smart Queen, he suddenly appeared in front of Mari Sonoda, revealing his face and proclaiming the beginning of the Project Outsiders.
During the process of resurrecting Desast, Joseph and Ecole discussing about importance of Project Outsiders, relying on evil Kamen Riders to stop Zein's birth. After resurrecting, Desast refuses to work for anyone and escapes from the building. When Ecole says that it doesn't matter if Desast escapes, Zein will go find him anyway, Joseph claims resurrecting Horobi is a failure, due to the latter defectimg to Zein's side, this led Joseph to think that Desast would defect as well. Ecole advised him not to worry, because Ark would definitely be eager to prevent the birth of Zein. Joseph quickly accepts the fact.
Since Horobi and Nico Saiba helped in the creation of Zein, Foundation X also stepped up its efforts to recruit members for Project Outsiders. When questioning whether to use the Mirror World or the power of Orphnoch to resurrect the two Humagear bodies, Ecole directly used the fact of Kamen Rider Chronicle was reopened, obtained a Gashat of the game to resurrecting Brain and Tenjuro Banno with its power. Banno woke up as Bronzedrive and was questioned by Joseph if there was such a Kamen Rider. Bronzedrive told everyone to call him Gold Drive, but a shocked Joseph shouted that he wasn't gold at all.
After Bronzedrive is defeated by Kamen Rider Zein, Ecole retrieves the tablet containing Banno's data. Banno later warned Joseph and Ecole at their basement, that Zein's target was actually all of humanity, which shocked them.
Against Ecole and Possessed by Evolto[]
As next step of Project Outsiders, Ecole successfully copied the DNA sample left by Evolto on Earth and created a clone of it as Kamen Rider Evol-X who saved Yuto Sakurai by teleporting away.
At the basement, Joseph praised the Ecole for being able to replicate Evolto very well, before Gai Amatsu who walks in and came to inspect the progress of the project. Although they did not expect that Kamen Rider Zero-Three would be born. Gai advised them not to worry, as they have already got the possibility to fight against Zein.
Seeing that the time is ripe, Ecole lets the Evolto clone read the relevant information of Project Outsiders. When Evolto asking why the purpose of Project Outsiders is not truly used for defeat Zein, Joseph explained that Foundation X wanted to make more money through the Kamen Rider technology that collected. However, Evolto reveals the true purpose of the project is eliminating porpulation of the Earth, and Ecole reveals his true idea in front of Joseph. Joseph, who could not accept that Ecole's actions went against the will of Foundation X, Ecole then felt that his colleague had lost his usefulness, ordered Evolto to possess Joseph, used his body to cooprate with Ecole.
Aftermath[]
Evolto continued to possess Joseph's body as he helped Ecole to become Kamen Rider Zein. In the Final Battle Joseph later died along with Evol-X by Ziingazer before Thousand Ark defeated Ecole along with Zein, bringing an end of Zein's iron-fisted autocracy over humanity for good.
Personality[]
Joseph has a bombastic personality that is complementary to his muscular physique, and is known for his exaggerated dialogue at times. On the other hand, he also has a cautious side, worrying about the failure of Horobi's defection after resurrected him would happen again on Desast. He also praises his colleague when they did excellent work.
He is also a person who is very obedient to the beliefs of Foundation X. For him, Project Outsiders is to make money by using the collected Kamen Rider technology. When he learned that Ecole's real purpose was not to bring benefits to Foundation X, he angrily rebuked him. However, he did not expect Ecole would eliminate him by letting him be possessed by the Evolto clone.

Kamen Rider Evol-X (仮面ライダーエボルX, Kamen Raidā Eboru Ekkusu) is Kamen Rider Evol's extra final form accessed by using the Evol-X Fullbottle in the Evol-Driver. It is hence known as the Dragon Viper Cobra Guy (蛟竜毒蛇のコブラ野郎, Kōryū Dokuda no Kobura Yarō).
Like the original version, Evol-X has the ability to perform wormhole teleportation similarly to Evol Black Hole Form and uses the Steam Blade as his primary weapon.

- In episode 6, Joseph puts Gai Amatsu down on the ground using the wrestling move called the "Time Bomb", a fire man's carry side walk slam. This is his actor Hiromu Takahashi's signature move, due to his status as a professional wrestler.
