Isao Nimura (仁村 勲, Nimura Isao) was the former Chief Cabinet Secretary of Japan. After Shinichi Donami's death, he becomes the new Prime Minister of Japan.

While on the surface, Nimura has the appearance of a bog standard bureaucrat who was on the receiving end of Shinichi's petulant childlike behavior. Nimura in reality was no different from Dounami, using his public image as an unassuming stiff bureaucrat to enact many effective discriminatory policies against the kaijin and immigrants without drawing attention like Shinichi did.
Compared to Shinichi who saw the kaijin as little more than a nuisance at best. Nimura saw them as effective weapons to be used like Michiosuke did and bided his time to gain power over the Japanese government with a much more hateful approach towards the kaijin and immigrants with the plans to weaponize them.
