He assisted Maya in her 'Phirasaurus Human' operation. Hurricane Joe was last seen fighting Kamen Rider before disappearing with his ultimate fate unknown.

- While it is mere coincidence, Hurricane Joe was also the nickname of Joe Shimamura aka Cyborg 009 when he had a short career as a pro race car driver.
