Great Leader of Neo-Shocker (ネオショッカー大首領 Neo Shokkā Dai Shuryō), also known as the Emperor of the Dark Nebula (暗黒星雲の帝王 Ankoku Seiun no Teiō), is a giant dragon who is the leader of the Neo-Shocker organization. He was ultimately destroyed by the the combined efforts of all previous Kamen Riders taking him and his oxygen bomb to space, where they all explode together, seemingly sacrificing themselves.

It is yet another incarnation of the Great Leader, who would later re-emerge as the Generalissimo of Badan. Birth of the 10th! Kamen Riders All Together!!


It's unknown when exactly this form of the Great Leader first appears, since Neo-Shocker is active years before the start of Kamen Rider (Skyrider), however, he was behind this resurgence of Shocker throughout the whole world. This version of the Great Leader claims to be an alien from a Dark Nebula and prepares Neo-Shocker as an advance attack force for the invasion and conquest of Earth.

Keeping his form hidden from everyone aside from close followers in Neo-Shocker's Japanese headquarters, the Great Leader demanded not only loyalty, but human sacrifices and worship. Meanwhile, Neo-Shocker's lower members, including General Monster, believe that Neo-Shocker was fighting to purge the excessive human population that hurt the planet and prepare a better world for its chosen elite.

The Great Leader initially oversees General Monster's activities fairly closely, but takes a more passive approach after Admiral Majin takes over the Japanese branch. However, after General Majin fails repeatedly to defeat Skyrider, with the arrival of the other Kamen Riders, and the Riders' discovery of the Great Leader's secret headquarters, the Great Leader kills Admiral Majin and takes direct control of operations.

The Great Leader reveals his origins and true goals to his close followers and the Skull Assassination Squad. He's willing to destroy all of Earth's oxygen, rendering the planet uninhabitable to anyone outside of those Neo-Shocker members that had taken special measures to guarantee their survival. However, the Eight Riders united manage to stop his plans, taking him and the bomb to space. They all disappear alongside the Great Leader himself in the explosion.Farewell, Hiroshi Tsukuba!
