Great Leader of Grand Shocker (グランショッカー大首領, Guranshokkā Daishuryō) is the apparent controlling force of every Kamen Rider villain since the original series. He appears in SD as an overly large body sitting atop a throne with a booming voice.
In the concluding chapter of the Kamen Rider SD manga, this figure was revealed that it is some kind of mecha and piloted by Dr. Shinigami.

This version of the Great Leader is voiced by Michihiro Ikemizu (池水 通洋,, Ikemizu Michihiro) in place of his original actor Gorō Naya (納谷 悟朗, Naya Gorō).

- His head resembles Daizyujin
from Zyuranger
while the overall shillouette of his body bears a resemblance to Mazinger Z. This also later inspired Mazinkaiser.
- Early promotion material for Kamen Rider SD had listed his name is Demon God Great Leader (魔神大首領, Majin Daishuryō).
