Great Leader JUDO (大首領ＪＵＤＯ, Dai Shūryō Jūdo) is the main antagonist of Kamen Rider Spirits, he is the same "Great Leader" who was the supreme leader of all the evil organizations the previous Kamen Riders faced in the past. He leads the Badan Empire and is worshiped like a god by his followers. His preferred forms are a giant silver skull and a golden version of ZX called Susanoo (スサノオ), with the ability to transform into eight Showa Kamen Riders akin to Kamen Rider Decade's ability to transform into the nine Heisei Riders.
Powers and Abilities[]
- Immortal
- As a god, JUDO is immortal and omnipotent. He just need a vessel to store his soul.
- Telepathy
- JUDO can enter anyone's subconscious to speak and move the victim's body.
- Susanoo's Words
- JUDO has his own language, which he can telepathically compel others to understand.
- Crystal Skull Creating
- JUDO can create some silver skulls in different dimensions since he seized Amaterasu's ability.
- Dragon Summoning
- With JUDO's permission, Kurayami Taishi is able to summon the Dragons.
- Magical Portals Creating
- With JUDO's permission, Kurayami Taishi is able to create Magical Portals.
- Hallucinating
- JUDO can hallucinate any person even himself.
- Emotion Suppression
- JUDO's emotion will not be affected by anything, even affected, he can recover quickly.The only thing he feared is ZX's indestructible will.
- Transformation
- JUDO is able to manipulate the 8 Showa Riders' powers and copy their form.

Susanoo
Susanoo (スサノオ) is JUDO's rider form. He appears as a golden version of ZX with a large black cape.
It is later revealed that his consciousness and power source is from his core.
Similar to Kamen Rider Decade's ability to transform into the other Heisei Riders, Susanoo can transform into the first eight riders of the Showa period, except Riderman. Ironically, Decade was a "Great Leader" as well, having originally been the Great Leader of Dai-Shocker. According to JUDO, each rider represents an evolution level of himself, so it's possible that he can't change back to one stage and switch to next one. Each transformation including Susanoo however retains the same mechanical left arm. JUDO also could perform the original Rider's learned powers and abilities.
