Foundation X (財団Ｘ, Zaidan Ekkusu^?) is a research group that works under the Museum, investigating the true Gaia Memory and the artificial Gaia Memories, while providing funding for the Museum.

Jun Kazu

Jun Kazu (加頭 順, Kazu Jun^?) is the white lab-coat researcher for Foundation X who displays no emotions, and when he sees others display emotions he often drops whatever he is holding. Kazu saves Saeko from her near death at the hands of the Smilodon Dopant out of love, while offering the Foundation's support in her attempt to overthrow her father and Wakana. The briefcase he carries with him at all times contains the 26 T2 Gaia Memories developed independently by Foundation X using research started by Fumine Sonozaki before she left the Museum, giving it to Tabata to take to their headquarters. At an unknown time these memories end up into the possession of NEVER.

Jun Kazu is portrayed by Gong Teyu (コン・テユ, Kon Teyu^?).

Tabata

Tabata (田端) is a researcher who receives the the briefcase containing the T2 Gaia Memories given to him by Kazu to Foundation X. However, while in a helicopter, he is attacked enroute by Katsumi Daido who takes the T2 Eternal Memory before the helicopter explodes, killing Tabata and scattering most of other T2 Gaia Memories throughout Futo and starting the events of Kamen Rider Double Forever: A to Z/The Gaia Memories of Fate.

Tabata is portrayed by Tsunekichi Takeoka (竹岡 常吉, Takeoka Tsunekichi).
