Fly Man (ハエ男, Hae Otoko, 42) - A fly monster of Shocker, modified from a cold-hearted man named Osamu, a heartless and reckless man who had a hit-and-run with Goro. He was able to fly,and could spew explosive foam from his mouth. In his movie appearance he could disguise himself as a human. Flayman was given a medicine that could control people that consumed it, and was instructed to feed the pills to the Rider's friends. The plan was to use them to defeate the Kamen Riders. He was destroyed by Kamen Rider #2's Rider Kaiten Kick.
