The National Bureau of Defense (国家防衛局, Kokka Bōeikyoku), simply as the NBD, is a government defense agency whose monitoring the police divisions such as the Tokyo Metropolitan Police Department. It was headed by its secretary Soichi Makage (the human form of Freeze) until his death.
However, the agency has been infiltrated with corrupt defense and police officers, and by the Roidmudes.
