The Fenix Skybase (フェニックス・スカイベース, Fenikkusu Sukaibēsu) is the flying headquarters of Fenix. It serves as a mobile command center where Fenix's highest-ranking staff plan the agency's operations. Skybase contains all of the facilities necessary for living, and numerous Fenix members remain on board for extended periods of time. The base almost always stays hovering above the city, but occasionally must land for refueling and resupplying. Initially under the command of Commanders Yujiro Wakabayashi and then Hiromi Kadota, Director Hideo Akaishi later takes direct control of Fenix's activities. When Akaishi reveals the existence of Giff to the public, the demon destroys Skybase as a demonstration of his power.

Description

The Fenix Skybase hovers using six large rotors. The top of the ship features a flight deck, with the bridge at the rear. Entrance is gained by a large ramp that lowers from the underside of the ship's front. This ramp can only be lowered using a Fenix member's keycard.

The interior of the bridge features a table at the center, surrounded on either side by multiple computers. This table creates holographic displays and can be used to manually pilot Skybase in an emergency situation. The windows of the bridge feature shades that can automatically be closed. On one side of the bridge is a spiral staircase that leads down to a small lounge.

George Karizaki's room contains exercise equipment as well as all of his Kamen Rider merchandise. The ship also contains Akaishi's personal office, as well as a boardroom for him to address his subordinates. Fenix members on board are treated by the doctor Akemi Mikoshiba in her office. There is also a vault for storing Vistamps. Like the Skybase's ramp, this room can only be opened using a Fenix member's keycard.

The Skybase houses a rehabilitation center for culprits of crimes using Deadmen. After being apprehended, the culprits are held in cells. There are also rooms for interrogating suspects.

The Giff Stamp was initially stored in a small room with windows to the outside of the ship. In order to confirm that Wakabayashi was the Chameleon Deadman, George puts in a secret room located in the ship's cargo hold. The entrance is disguised as a wall with Karizaki's name written on it. George later uses this room as his personal workspace.

The Skybase contains multiple laboratories. George used a small lab in order to develop the Barid Rex Vistamp. He later uses this lab to study Giff's coffin after it is recovered. After Akaishi takes over the study of the coffin, it is moved to a full laboratory where a team Fenix scientists analyze it. George uses a different lab for Ikki Igarashi and Vice to undergo virtual reality training. After the Skybase becomes operational again after crashing, Giff's coffin is moved a very large room for continued study.

• Designer Hideki Tajima had designed a robot form for Fenix Skybase during pre-production, but it was eventually never used in any media of Revice.
