In 1972, civil unrest is at a all-time high as as the Kaijin populace protest against the Japanese government for their inability to protect them. During this time, a younger Kotaro and Nobuhiko are introduced to the Three High Priests by Oliver Johnson, where the two young men take an interest in what the Gorgom Plan has to offer.

Following his brief scuffle with Nobuhiko from the previous night, Kotaro was knocked unconscious. He awakens to his body bandaged and the smell of breakfast being made by Aoi. Knowing that Aoi wears a Kingstone as a pendant, he begins to asks questions about it but it scares her off and she runs away. Under the impression that the Kingstone was in Kotaro Minami's possession, the Gorgom Party sends the Anemone Kaijin to take Aoi hostage.

Nobuhiko returns to an old hideout previously used by him, Kotaro, and a former friend Yukari Shinjo. He begins his re-integration back into society while looking back on an event from 1971 where they fought for equal rights for Kaijin.

Aoi later meets up with a friend Nick and reports to him about the appearance of Kotaro Minami, and asks him to run an investigation on him. Aoi then meets with Shunsuke and invites him to her house, but they find that Aoi's caretaker Misaki had been mortally wounded by the Anemone Kaijin, who proceeded to gouge out Shunsuke's eye. Kotaro, who had followed Aoi, arrives but is threatened with Aoi's life. Nobuhiko arrives and uses Heat Heaven to heal Shunsuke. The two follow the Anemone Kaijin, who had taken Aoi hostage outside, and Nobubiko makes quick work of her. After Aoi grieves for Misaki's death, Kotaro offers his bus as Aoi's new home after she tells him she has nowhere else to go now.

Meanwhile, Aoi's parents are kidnapped by the Gorgom Party. Prime Minister Dounami visits an underground prison and chooses human inmates to offer as human flesh sacrifice for the Heat Heaven secreted by the Creation King. One inmates is chosen and forcibly turned into a Kaijin, where he is later presented at an auction, with the money paid going to Dounami himself.

Nobuhiko arrives at the Gorgom Party headquarters and reminiscences back to when they all swore to fight against discrimination for all of eternity, as well as the mission to kidnap Shinichi Dounami, the grandson of the Prime Minister.

Aoi then requests Kotaro to teach her self defense.
