ep.4 The Mad Flow of Time and Zein's Identity (ep.4 狂った時の運行とゼインの正体, Episōdo Fō Kurutta Toki no Unkō to Zein no Shōtai) is the fourth episode of Kamen Rider Outsiders, and the fifth overall. It features the debut of Kamen Rider Garren's King Form, Yuto Sakurai's first on-screen transformation into Kamen Rider Zein, and the first reveal of Zein's voice.
Synopsis[]
The world is divided between Kamen Rider Zein, who has learned good intentions and can use the powers of all Kamen Riders to eradicate evil, and Kamen Rider Outsiders, who were revived by Foundation X in an attempt to stop him. Brain, who was revived as an Outsider along with Bronzedrive, resonates his beliefs with those of Yuto Sakurai, who is Kamen Rider Zein and was once Kamen Rider Zeronos. Sakuya Tachibana activates the Zein Driver and attempts to launch Kamen Rider Chronicle to the public for the cause of "eradicating evil", but...
Plot[]
Following Banno's supposed death at the hands of Kamen Rider Zein, Brain comes out of hiding after witnessing the aftermath of the earlier battle. Only for Brain to realize that both he and Banno were revived in Humagear bodies, as Banno, whose data was transferred back to Brain's tablet, lashes out at the Roidmude general, only for Brain (and Ecole) to dismiss him. Yuto approaches Brain and Ecole, giving a cryptic remark about how can villains turn to the light and heroes can succumb to darkness. Brain follows Yuto to BOARD to infiltrate Zein's inner circle with Banno, much to the Roidmude's chagrin while the scientist warning him not to trust Zein, only for his words to fall on deaf ears.
Inside Tachibana's office, all of Zein's allies are gathered as Tachibana announces the relaunching of Kamen Rider Chronicle to the public for the purpose of eradicating malice. Nico, who had a history of playing the deadly game, objects knowing the casualties it poses. Horobi starts questioning Zein's objectives when the AI's goal takes on an overreach by sacrificing human lives. At the same time, Brain is crushed by learning of Yuto's origins in the future, he came into the present to ensure Zein's tyrannical rule over humanity. Banno immediately alerts Foundation X of Zein's insidious plot to purify humanity using Kamen Rider Chronicle.
Per Zein's orders, Tachibana threatens Nico at gunpoint to launch Kamen Rider Chronicle, Horobi comes into Nico's defense, denouncing Zein as evil, allowing the Ark to possess him and transform into Ark-Zero. Tachibana, as Garren, fights Ark-Zero; the battle escalates outside. But, the Ark incapacitates Garren with All Extinction. Within moments, Yuto enters the battlefield and transforms into Kamen Rider Zein, where he dominates Ark-Zero.
Back inside Tachibana's office, Brain is reeling from Yuto's revelation and recalling his dream of being a Kamen Rider, now becoming a deja vu—realizing how serious Zein's plans to strip humanity of their freedom for the sake of a perfect and sterile world. Meanwhile, the Ark is now helpless against Zein after being ruthlessly overpowered and was about to be deleted by Zein using the King Rouser's Four of a Kind finisher, only for Kamen Rider Brain to take the deathblow meant for Ark-Zero. Brain reasons with Yuto, saving him from spiraling into complete villainy. Yuto eventually relents and powers down. However, Brain's heroism gets undone when Tachibana picks up an Evolution Giraffa card from the other scattered Rouse Cards, allowing him to unlock his own King Form and finish off Ark-Zero, leaving Horobi badly injured.
Zein possesses Yuto through the Zein Driver, much to the horror of everyone on the scene. Zein introduces to its former supporters as a dimensional savior bent on purifying the world of malice. Zein mimics Nico's voice by tricking Tsukuru Koboshi into relaunching Kamen Rider Chronicle, as Horobi, Tachibana, and Brain can only react in utter despair, with the entire human race now under the mercy of a technological despot, who is now using Kamen Rider Chronicle to enact a witch-hunt game against any perceived wrongdoer unimpeded.
Elsewhere, George, now made aware of Zein going rogue, prepares to transform into Juuga, as the episode ends in a cliffhanger.

- When Garren King Form inserts the four Category King cards and Change Stag into his King Rouzer, the Evolution Caucasus card is shown in its Gild state despite not being used by Blade.

- A scene with Kamen Rider Brain fighting Kamen Rider Zein was filmed, as seen in the next episode preview of ep.4, but was cut from the episode for undisclosed reasons.
- Parts of Garren's helmet has continued to photodegrade from aging since Super Hero Taisen GP: Kamen Rider 3, deteriorating to a point where it looks not too dissimilar from Jack Form's helmet. Similarly, Garren's chest armor has also begun to show initial signs of discoloration as well.
- This episode marks the live-action debut of Garren's King Form. Another version of it appeared in a S.I.C. side story in 2015.
- The first visual of Garren's King Form was revealed on August 22, 2023, the 19th anniversary of the airing of the episode in which Garren's Jack Form debuted in Kamen Rider Blade.
- During Garren's transformation into King Form, the background briefly changes into a scene which homages the eye-catch at the beginning of every episode of Blade's original series.
- Despite Garren's King Form involving a fusion with only the Category King Undead, the transformation effect still features multiple cards fusing onto Garren's armor similar to Blade's King Form transformation. The difference however is that in Garren's case, all of the cards are copies of his own Category King card.
- The events of Drive Saga: Kamen Rider Brain are briefly revisited in Brain's flashbacks. This is meant to invoke his dream during the miniseries as a déjà vu following his revival.
- This episode marks the final appearance of Tenjuro Banno. Banno's absence in the last three episodes is due to Masakazu Morita's scheduling conflicts.
