Ecole (エコル, Ekoru) is the true main antagonist of Kamen Rider Outsiders. He is a member of Foundation X who becomes the second Kamen Rider Zein (仮面ライダーゼイン, Kamen Raidā Zein).

Background[]
Ecole is a member of Foundation X who developed countermeasures against the mysterious entity Zein. Cooperating with Joseph Rando, they began to activate Project Outsiders to fight against Zein.
Beginning with Project Outsiders[]
Ecole secretly obtained the data of the Mirror World from the Ejima Laboratory at Seimeiin University. Using that data, he reopened the Mirror World and made a deal with Daiki Kaito to obtain Kamen Rider Odin's Card Deck, which he used to resurrect Desast.
During the process of resurrecting Desast, Ecole and Joseph discussed about the importance of Project Outsiders, which relies on evil Kamen Riders to stop Zein's birth. After resurrecting, Desast refused to work for anyone and escaped from the building. When Ecole said that it didn't matter if Desast escaped, Joseph claimed that resurrecting Horobi was a failure, due to the latter defected to Zein's side, leading Joseph to think that Desast would defect as well. Ecole advised him not to worry, because Ark would definitely be eager to prevent the birth of Zein, which Joseph quickly agrees to.
Since Nico Saiba also helped in creating Zein, Foundation X also stepped up its efforts to recruit more members for Project Outsiders. When questioning whether to use the Mirror World or the power of Orphnoch to resurrect the two Humagear bodies, Ecole, in turn, took advantage of the fact that Kamen Rider Chronicle was reopened, and successfully obtained a Gashat of the game. He used the power of the Gashat on the two bodies to resurrect Tenjuro Banno as Bronzedrive and Brain respectively. He then witnessed the battle between Bronzedrive and Kamen Rider Horobi alongside Brain; however, due to Brain disliking Banno, he was hiding in the shadows. While Bronzedrive was about to kill Horobi, Zein suddenly appeared and easily defeated Bronzedrive with the power of past Kamen Riders, leaving Ecole exclaiming Zein's strength.
After the battle, Banno transformed into his data form once again and explained the seriousness of the situation to Brain. Ecole came over and was surprised at Banno's tenacious vitality, and Brain, who understood everything, expressed to him that he thought Zein's idea was right. Ecole said it didn't matter because Ark could hack into a Humagear's will from the Internet at any moment. After Brain left to follow Yuto Sakurai, Ecole retrieves the tablet containing Banno's data. Banno later warned Ecole and Joseph that Zein's target was actually all of humanity, which shocked them.
Revealing His True Purpose[]
As the next step of Project Outsiders, Ecole successfully copied the DNA sample left by Evolto on Earth and created a clone of it as Kamen Rider Evol-X, who saved Yuto Sakurai by teleporting him away.
At the basement, Joseph praised Ecole for being able to replicate Evolto before Gai Amatsu walks in to inspect the project's progress. Although they did not expect that Kamen Rider Zero-Three would appear, Gai advised them not to worry, as they now have a possibility to fight against Zein.
Seeing that the time was ripe, Ecole let the Evolto clone read the relevant information of Project Outsiders, and revealed his true purpose in front of Joseph: achieving his goal of eliminating population control resources using Zein's powers. He immediately ordered Evolto to possess Joseph, who opposed his idea.
After Zero-Three defeated Zein and freed Yuto from Zein's control, Ecole arrived at the place alongside Evolto, and picked up the Zein Driver and transformed into the second Kamen Rider Zein. He then successfully started the process of resetting the dimension using the stolen Dimension Zein Card. When Zein was about to execute Yuto, Yuto retreated with ZeroLiner. Zein and Evol-X also evacuated from the battlefield.
Officially announcing that Project Outsiders had ended, Ecole and Evolto left the building where their basement was located, and blew it up.

Compared to his colleague Joseph, Ecole has a calm demeanor. Even if one of the Outsiders agrees with Zein's idea, he acts indifferent and confidently says that there would always be someone to stop Zein. When he meets a strong opponent, such as Kamen Rider Zein, he is shocked at the opponent's strength.
However, Project Outsiders, which gathers evil Kamen Riders to fight against the powerful Zein, was just a front to achieve his goal, which is to solve the various problems on the Earth by eliminating a large number of people. In order to achieve his goal, he uses any methods, even using Zein's power, to reset the dimension. He also has no remorse for his colleagues, as he ruthlessly offers Evolto to possess Joseph's body to eliminate Joseph's mind.
After gaining Zein's power, he became arrogant and claimed that he is the savior of the dimension. Since the reset of the dimension is nearly successful, Ecole no longer took the Outsiders and other humans seriously, believing that they were useless. He also wants to execute Zein's original host, Yuto Sakurai, once he had outlived his usefulness.

Zein possesses the ability to harness the powers of every Justice Rider by utilizing the Zein Cards, which enable him to execute the finishing attacks of the corresponding Rider. Other than finishing attacks, Zein is able to utilize the Zein Cards to temporarily use the abilities of the corresponding Rider or summon their weapons. It is important to note that these Cards are rendered unusable and shredded after usage.
Zein consists of the following parts:
- Judge Head (ジャッジヘッド, Jajji Heddo): The head.
- Zein Antenna (ゼインアンテナ, Zein Antena): The antennas. The directivity can be changed according to the environment, and a vast amount of information of multiple types can be transmitted and received simultaneously, including communication with various electronic devices and radar functions. The maximum number of simultaneous connections with external devices is 10,000.
- Amazing Black γ (アメイジングブラックγ, Ameijingu Burakku Ganmaā): The head armor material. It is a high-density sintered material made by blending the rare metal Astmetalum (アストメタルム, Asutometarumu) with carbon, etc., and has a hardness comparable to that of diamond and high shock absorption.
- Archaic Brow (アルカイックブロウ, Arukaikku Burou): The frontal armor. The Coulomb barrier generated by the thigh armor "Marble Cuisses" forms on the surface of the armor to repel physical attacks with repulsive force.
- Z-Judge Signal (Zジャッジシグナル, Zetto Jajji Shigunaru): The special sensor. By collecting detailed information such as the target's actions, words and deeds, the artificial intelligence Zein will use the information to judge its goodness or badness.

A human enhancement system applies electromagnetic induction that activates the wearer's physical abilities and draws out superhuman strength. The information on the Zein Cards read and shredded by the Zein Driver is algorithmized through a special program, Kamen Rider Chronicle, to embody various Kamen Rider abilities and techniques.
- Equip Mantle (エクイップマント, Ekuippu Manto): The mantle. It has a built-in irradiation molding machine, Beam Equipper (ビームエクイッパー, Bīmu Ekuippā), which outputs high-definition three-dimensional objects from the irradiated surface inside the mantle. This allows various weapons and items to instantly appear from the Zein Card information read by the Zein Driver.
- Justice Jacket (ジャスティスジャケット, Jasutisu Jaketto): The chest armor. Behind its extremely strong armor lies a determination to exterminate all malice, and it has the ability to progressively release its limiter as the target's evil quotient increases.
- Assigned Arm (アサインドアーム, Asaindo Āmu): The arms. The power cable Z-String (Zストリング, Zetto Sutoringu) stretched across the Algorithmic Suit reinforces the transformer's movements and executes every maneuver with an accurate reproducibility rate of over 99.7%.
- Execution Gauntlet (エクスキューションガントレット, Ekusukyūshon Gantoretto): The hand and forearm armor. - Marble Cuisses (マーブルキュイス, Māburu Kyuisu): The thigh armor. An energy barrier generator called the Coulomb Generator (クーロンジェネレーター, Kūron Jenerētā) generates a Coulomb barrier by manipulating electrical charges and forms it on the surface of its entire body's armor. This allows the physical attack to be dispelled by repulsive force.
- Assigned Leg (アサインドレッグ, Asaindo Reggu): The legs. The power cable Z-String (Zストリング, Zetto Sutoringu) stretched across the Algorithmic Suit reinforces the transformer's movements and executes every maneuver with an accurate reproducibility rate of over 99.7%.
- Innocent Greaves (イノセントグリーブ, Inosento Gurību): The shin armor. By using the barrier developed from the Marble Cuisses on the thighs, the repulsive force and attractive force applied to itself can be manipulated to can enhance their jumping ability and maneuver speed.
- Zein Sabaton (ゼインサバトン, Zein Sabaton): The foot armor. When the Special Move is activated, by expanding the anti-annihilation field, it is possible to convert the substance that becomes a resistance or obstacle into energy.
