The Eastern Kanto Institute Research of Science was a laboratory which was utilized by the former Gel Shocker scientist Dr. Dee. Circa 1975, he ultimately finished his research about a method to manipulate history, but before he could do that, he was killed by an explosion in his base. His death would eventually become part of an urban legend, rumours surfaced that his ghost haunted his lab.
Forty years later, when Dr. Dee had seemingly returned, Kyu Saijo of the Special Investigation Unit traced his likeness to this location via the internet. Pursuing this lead, Shinnosuke Tomari arrived at the long abandoned laboratory with Kiriko Shijima and Takaharu Igasaki
where they were confronted by Hilchameleon who was quickly intercepted and routed by Kamen Rider Mach. Together, they realized Dr. Dee's connection to Shocker at which point the facility was destroyed by Kame Bazooka.
