Dr. Noroi (呪博士, Noroi Hakase, "Dr. Curse") was the leader of Government of Darkness.
History[]
Kamen Rider X[]
After Kingdark's defeat, Dr. Noroi is revealed to be the leader of G.O.D. and friend of Keitaro Jin in Johoku University as a teacher. He was killed in Kingdark's destruction after being stabbed by X's Ridol Whip along with Sasori Geronimo Jr..[Farewell, X-Rider]
Son of Zeus[]
Dr. Noroi survives the destruction of King Dark using its head as an escape pod and transplants his own head onto Apollo Geist's body, however he needs Kamen Rider X's Perfecter to extend his lifespan. Hence he lures X to an undersea temple and chains him up, and steals his Perfecter. He also shows he's built a new, stronger version of King Dark. Dr. Noroi as Apollo Geist explains that in Johoku University he was friends with Keisuke's father Keitaro as well as Professor Midorikawa, and recommended the latter to Shocker. Dr. Noroi soon ascended to supreme commander of G.O.D. This connection between the scientists is also what allowed Keisuke to be rebuilt as a cyborg similar to the other Kamen Riders, and allowed for Shiro Kazami to install X's Mercury Circuit. He also claims that Apollo Geist is his son.
Shiro as Kamen Rider V3 arrives to save X and takes back the Perfecter, while destroying Apollo Geist's mask to reveal he's actually Dr. Noroi. V3 reveals that earlier, he and Hayato Ichimonji were looking into his past and discovered that Dr. Noroi's deformed face was a result of constant powerup surgeries on himself and his body was reaching its limit, so King Dark and Apollo Geist were created to become backup bodies.
Hayato as Kamen Rider #2 arrives after setting bombs in the undersea temple, and the explosions cause King Dark to fall onto Dr. Noroi. He pleads for help and X decides to rescue him despite Rider #2 and V3's protests. While fleeing the crumbling temple on the Cruiser, Dr. Noroi tries to strangle X, commenting on his naivety and Keitaro's death being a result of him not following orders. Fed up, X uses the Ridol to push him off the Cruiser; Dr. Noroi is swallowed by the temple's explosions and presumed dead for good.[Son of Zeus]

Badan revives G.O.D. with the goal of rebuilding the RS Device and using its power to free the Great Leader from his prison. Dr. Noroi's memories were backed up into Noroi Station (呪ステーション), a structure resembling an Olympic temple. He sends monsters to capture Kazuya Taki and hooks him up to the control room of a rebuilt King Dark so Noroi can transplant his memories and take over his body. He also rebuilds the RS Device by reviving the brain data of the scientists who created it, which were also stored in Noroi Station. After King Dark's head is destroyed, Ambassador Darkness by way of Apollo Geist takes control of King Dark as a replacement head and tries to convert the mecha into energy using the RS Device while preparing a magic circle to transport it, much to Noroi's displeasure.
Conrad breaks into King Dark, where he encounters Noroi possessing Taki. He tries to shoot and kill Taki to stop the mecha, but Noroi stops possessing him and retreats to the subsystem. Taki and the other scientists manage to keep Noroi trapped in the subsystem while Keitaro works on erasing the brain data and restoring Taki to normal. The magic circle lifting King Dark dissipates and the mecha falls into the ocean, where X Rider destroys it using a massive Vacuum Hell Wheel. Dr. Noroi's mind dissipates as he laughs and mocks Keitaro, asking what it's like to be killed by his son.

Similarly to the show, Dr. Noroi is revealed to be the leader of G.O.D. and pilot of Kingdark. Inside the robot's control room, Dr. Noroi attacks X with high-voltage electricity. X withstands his attacks and taunts him, prompting him to increase the voltage further, but raises it too much and loses control. X uses this opportunity to kill Dr. Noroi by ripping off the wires on his helmet. The helmet falls off to reveal a desiccated corpse, which X takes to be Dr. Noroi's true form. X then escapes the exploding Kingdark, putting an end to G.O.D.[Kamen Rider X (Adventure King manga)]
S.I.C. Hero Saga Kamen Rider Den-O: Lost Train[]
Kamen Rider X mysteriously disappears from the timeline before the final battle with King Dark and Dr. Noroi, and so Ryotaro Nogami retrieves Kazuma Kenzaki to battle them in X's place. [Kamen Rider Den-O: Lost Train]

- Though Kingdark later appeared in Kamen Rider Decade: All Riders vs. Dai-Shocker and OOO, Den-O, All Riders: Let's Go Kamen Riders, his true nature as a giant robot controlled by Dr. Noroi is not seen.
- Unlike the Great Leader of (Gel-)Shocker and the Great Leader of Destron, Dr. Noroi, voiced by Ayao Wada rather than Goro Naya, would appear to be a different entity than the Great Leader. However, in Kamen Rider Stronger, as the Great Leader of Delzer Army, the Great Leader claimed to be responsible for creating the Government of Darkness as well as Gedon (led by Jyumenki Golgos) of Kamen Rider Amazon.
