Doctor Mochizuki (望月博士, Mochizuki Hakase) is a scientist and the father of Hiroshi Mochizuki who created Kamen Rider ZO and Neonoid. He dreamed of creating the "perfect lifeform" but failed as Neonoid desired to become a god thanks to his conditioning and attacked his son Hiroshi in order to force his hand into freeing him.
In the end, though, he ultimately sacrificed himself to weaken Neonoid enough for Masaru to land the finishing blow, his body lost in the exploding lab.

Doctor Mochizuki was portrayed by singer Isao Sasaki (佐々木 功, Sasaki Isao). In The Masked Rider: Kamen Rider ZO, he is dubbed by Truitt Blassingham.

- From the novel, Dr. Mochizuki's real name is Toshiro Mochizuki (望月 敏郎, Mochizuki Toshirō).
- In the manga, he mentioned that his technology was provided by Gorgom.

- In the movie, Dr. Mochizuki expressed regrets for what he has done since he saw the evil nature of the Neonoid. In the manga, he was satisfied and becoming one with Doras to evolve him into the same form when Doras absorbed ZO.
