Development & Pioneer (Ｄ＆Ｐ（ディベロープメント＆パイオニア）, Diberōpumento ando Paionia) is a technology company that is famous in research on advanced technology. Taiga Nobori is the president of the company. In reality, the company is actually created by higher ranks of the Fangire, which exist to execute individuals who develop technology that can prosper humanity. Whenever a person develops such technology that attracts the company's attention, Taiga will review on it and provide "investments" to them, having the executives to execute them, even if the person is a Fangire. However, if Taiga finds out one that developing the technology may be beneficial to the Fangires, Taiga may also consider providing real investments while trying put such technology under his control.
Taiga would later lose his position after his defeat by Wataru, which caused the executives to overthrow him. But he successfully regained his seat at the end of the series, and he reforms the company's business as they now start to develop a new energy to replace human life energy.
