The Dark Will (闇の意志, Yami No Ishi) is the final villain of Kamen Rider Ghost: Legendary! Riders' Souls!. He is self-described as darkness itself.

Forewarning

Following the destruction of the Gamma Ultima Xibalba by the two Kamen Riders Ghost and Specter using the last six Rider Ghost Eyecons they had collected as per the guidance of Freya, Takeru and Makoto were entrusted with the Kamen Rider 45 Ghost Eyecon which Freya created by merging all sixteen Heisei Rider Eyecons, telling them that the real enemy was now waking up before returning to her world. ^{[Wizard Chapter]}

Advent

When the Dark Will ascends to the Earth, he revives Nova Shocker generals Urga and Buffal to join him in fighting Kamen Riders Ghost and Specter, with Ghost using the Kamen Rider 45 Ghost Eyecon to face them while Specter backs him up. After the Urga and Buffal are both destroyed by Ghost Ichigou Damashii's Omega Drive, Dark Will channels the power of the Alexander Gamma Eyecon to enhance his form, only to be ultimately destroyed by Ghost Heisei Damashii's Omega Drive. ^{[Last Chapter: 1 & Heisei]}

Portrayal

• The Dark Mind was voiced by the late Shozo Iizuka (飯塚 昭三, Iizuka Shōzō), who also voiced the Alexander Gamma Eyecon. In his surprise first appearance in Kamen Rider 1, where he is credited as the "Mysterious Gamma" (謎の眼魔, Nazo no Ganma, Mysterious Eye Devil), the Dark Mind is voiced by Kouji Ishii (石井 康嗣, Ishii Kōji), who previously voiced Chief of Staff Damaras in Kaizoku Sentai Gokaiger. He is portrayed by an unidentified suit actor.

Notes

• When Ghost questions if Dark Mind is a Gamma, he appears to express unawareness of the term. This might mean that Dark Mind is not exactly a Gamma, but had chosen to manifest in the form of one, given that he later described himself as "darkness" itself.
