Raiders (レイダー, Reidā)[1] are troops transformed from humans by using a Progrisekey in the Raidriser.
Creation[]
The first three Raiders were representatives of ZAIA Enterprise Japan in the Workplace Competition. Naki provided them with Raidrisers and Progrisekeys that were belived to be stolen from ZAIA. In reality, Naki was acting on behalf of Gai Amatsu in order to ensure his victory. The Storming Penguin Raider, Teruo Nikaido, was not directly involved in the competition but was presumably also given his Raidriser and Progrisekey by Naki. The Scouting Panda Raider, Daiki Kyogoku, was an employee of ZAIA who took a Raidriser and Progrisekey from the company on his own to interfere in the competition. The Fighting Jackal Raider and the numerous Invading Horseshoe Crab Raiders were later directly provided Raidrisers and Progrisekeys by ZAIA in order to act as its enforcers.

- Raiders share the same basic undersuit as Kamen Rider Vulcan and Kamen Rider Valkyrie, with certain components darkened.
