Project Outsiders (プロジェウトサイダーズ, Purojekuto Autosaidāzu) is a top-secret operation in collaboration with Gai Amatsu and Foundation X, where they gather evil Kamen Riders to actualize the predictions of Ark and prevent Zein from destroying humanity.
In truth, the project was actually a part of Foundation X's plan of making more money through the Kamen Rider technologies they gathered during the process. It also helped Ecole's plan to empower Zein by using the Outsiders as cannon fodder in the hopes of turning Zein into a weapon of mass destruction on a universal scale, so that he can reset the entire world in his own image.
After Ecole revealed his true purpose and gained Zein's power, he blew up the building that he used for experimenting Project Outsiders, announcing the end of the project. [ep.6 Love & Peace and the Dimension's Savior]
