Scientific Research Institute NOAH (科学研究組織・ノア,Kagakuken Kyusoshiki Noa)[1], abbreviated from Nest Of Anti-Human, was a government organization that studied Giff's coffin and the Giff Stamp in the past and sought to militarize demons. When NOAH was dismantled, a splinter group stole the casket and reorganized themselves as the Deadmans.
In 1971, Giff's coffin and the Giff Stamp were discovered in Latin America by an excavation team from Witch Day University. The excavator who discovered the Giff Stamp inadvertently used it to create a Gifftarian which slaughtered the rest of the team. Due to military interest in the possibility of using demons as weapons, the Japanese government established the Nest Of Anti-Human (NOAH) later that year, where they occupied the governmental area known as Area 666. The organization brought together experts from all fields to analyze the coffin and the Giff Stamp. Around 1991, under the command of NOAH Director Agariyama, the organization began the development of the Vistamp System, a weapon that activates the genes of a species hidden within the human body and crosses them with the demons produced by the Giff Stamp.
Masumi Karizaki became the head researcher of NOAH around that time and led the development of the Vistamps. In 1996, Karizaki completed the Vail Driver as a way to utilize the Vistamps, with a demon serving as the device's core. However, using the Driver came at the cost of the user's life. One day that year, a dying man named Junpei Shiranami was brought to Karizaki, who injected some of Giff's cells into his heart. The cells' regenerative abilities revived Junpei, but he became a test subject for NOAH. Giff's cells also granted Junpei the ability to use the Vail Driver, and NOAH had him become Kamen Rider Vail to eliminate demons that had been created from other test subjects in failed experiments.
At NOAH, Junpei began communicating with the demon inside him, Vail. After becoming disillusioned with endlessly killing demons, Junpei ran away and met Yukimi Igarashi. He fell in love with the woman, who gave him the new name "Genta". However, he was recaptured by NOAH in June 1996 along with Yukimi. The two were able to escape with the aid of Shozo Irabu, a NOAH soldier who defected. When Yukimi was wounded by pursuing NOAH soldiers, Genta released Vail, who revealed that he was created by NOAH and killed Junpei's parents in order to foster his hatred. Vail possessed Genta's body and returned to NOAH's research facility in order to slaughter those inside. However, Genta regained control due to the intervention of Yukimi and Irabu. Agariyama attempted to eliminate Genta but was killed by Vail. Genta then transformed into Kamen Rider Vail in order to defeat the demon. Masumi sealed Vail into the newly created Demons Driver, destroying NOAH's research facility in the process. The organization was dissolved as a result, with Area 666 later being cordoned off. Some of the remaining members, including board member Hideo Akaishi, stole Giff's casket and founded the Deadmans.
Meanwhile, the Giff Stamp was recovered by the government agency Fenix, who took over NOAH's research and continued the development of the Vistamp System. Masumi was though to have died but survived with severe burns across his entire body. Ashamed of his actions and recognizing that Fenix would misuse Giff's power in the same way, he founded Weekend to oppose it.
