Fenix (フェニックス, Fenikkusu) was a government agency specializing in the development of Vistamps to combat the Deadmans. In actuality, Fenix Director Hideo Akaishi was secretly the servant of Giff and the founder of the Deadmans. Once Giff was successfully revived, Akaishi used the organization to prepare humanity to be ruled by his master. After Akaishi was defeated by Weekend and Giff was destroyed, Fenix was reorganized to become Blue Bird.

History[]

In 1971, the Giff Stamp and the coffin of Giff were discovered in Latin America by a group of explorers. The artifacts were then recovered by NOAH, and studied conducted on the Giff Stamp led to the creation of the Vistamps by Masumi Karizaki as a way to separate people from their inner demons. After NOAH was destroyed, Fenix took over the study of Giff's coffin and development of Vistamps in its place. One of NOAH's board members, Hideo Akaishi, became Fenix's director while also secretly founding the Deadmans.

Deadmans Attacks[]

Shortly before the start of the series, Orteca attacked Fenix's research laboratory while accompanied by an army of Giff Juniors and stole several Proto Vistamps, one of which being the Spider Proto Vistamp. George Karizaki was able to escape with the recently completed Revice Driver, and chose Daiji Igarashi to use it. Fenix then holds an inauguration ceremony in which several of its recruits, Daiji among them, were promoted to squad leader. However, the ceremony was interrupted by the Deadmans, who were aided by the Mammoth Deadman and a swarm of Giff Junior's in attacking those present. Hiromi Kadota attempted to use the Revice Driver in response but failed and inadvertently created the Rex Deadman, which joined the attack as the Deadman generals left. George then told Daiji to use the Revice Driver, but he was unable to due to fear from seeing Hiromi attempt to use it.

However, Daiji's brother, Ikki Igarashi, released his inner demon Vice in order to fend off the Deadmen, but the demon then attempted to eat Yukimi Igarashi. Ikki used the Revice Driver himself to control Vice and the two transformed into Kamen Rider Revi and Kamen Rider Vice before defeating the Giff Juniors as well as both Deadmen. George congratulated the Riders and dubbed them Kamen Rider Revice, but Ikki returned the Revice Driver and said he only wanted to protect his family and their bathhouse. While watching the Kamen Riders, Yujiro Wakabayashi was killed by the Chameleon Deadman, who began impersonating him. As a result of the attack on the research laboratory and his reckless attempt to use the Revice Driver, Hiromi was demoted from commander to squad leader.

Recruiting Revice and Finding the Traitor[]

"Wakabayashi" instructed Daiji to give the Revice Driver back to Ikki and have him sign a contract with Fenix. Despite using the Revice Driver several times to fight off Deadmen whenever they appear, Ikki refused to sign the contract. However, when he saw Ayaka Oketani become a Phase 2 Deadman, Ikki committed to being a Kamen Rider and signed the contract after the battle.

Once Daiji Igarashi's inner demon, Kagero began gaining control of his host's body, he took Hiromi's ID and used it to steal the Lion and Kong Vistamps before giving the Lion Vistamp to Masao. Because there was no way for an outsider to get into the flying Fenix Skybase, the rest of Fenix knew that the perpetrator must have been one of their own. After the Lion Deadman was destroyed by Kamen Rider Revice, Fenix recovered the Lion Vistamp. Daiji then suggested using Masao as bait to lure out the traitor. Hiromi questioned involving a civilian, but "Wakabayashi" approved the plan. The plan was put into motion, with Masao inside a warehouse and Fenix surrounding it. Orteca and Julio arrived, and the former took the Vistamp before Masao can destroy it. However, the Vistamp was revealed to be a fake, and the two transformed into their Deadman forms. Using the real Lion Vistamp to transform into Lion Genome, Revice drove away the Deadmans generals.

During the battle between Revice and the Deadmen, George gave the Two Sidriver to Kagero, who used it to transform into Kamen Rider Evil. The Rider knocked out Hiromi and the other members of Fenix, then defeated Revice before leaving. As a result, George and "Wakabayashi" learned that Daiji was the one who stole the Vistamps, though they kept this fact and Evil's identity between themselves.

Fighting Evil[]

After observing Daiji's suspicious behavior, Hiromi feared that he was the traitor within Fenix, which was later confirmed to him by "Wakabayashi" and George. Suspecting that he was Kamen Rider Evil as well, Hiromi resolved to stop Daiji and was given the Demons Driver. When Kamen Rider Evil attempted to interrupt in Kamen Rider Revice's fight with the Cheetah Deadman, Hiromi transformed into Kamen Rider Demons to fight Evil, but was unable to defeat him and he escaped.

When the Igarashi family went on a family trip to an onsen to celebrate Yukimi Igarashi being released from the hospital, Kagero planned to kill Ikki in front of the others during the celebration so as to do it when they're at their happiest. Aguilera, Orteca, and Julio disguised themselves as employees of the hotel that the family was staying at. Hiromi and George also came to the hotel and onsen in order to observe Kagero. During dinner, Aguilera poisoned Ikki's drink, but Kagero knocked it out of his hand while making it look like an accident. The next day, during the celebration, Kagero attacked Ikki and transformed into Evil as the Deadmans discarded their disguises. Hiromi arrived and transformed, but Orteca and Julio transformed into their Deadman forms and fought him. Ikki gained the resolve to fight and transformed, but Kamen Rider Revice's fight with Evil resulted in a stalemate and Evil fled. Demons was able to fight off Orteca and Julio, causing them to retreat.

"Wakabayashi" ordered Ikki to eliminate Kamen Rider Evil before the public discovered his identity. When Kagero created the Brachio Deadman, Revice and Demons headed out and destroyed it. Later, Kagero recreated it, along with two more Brachio Deadmen. In the resulting battle, Demons battled the Deadmen while Revice battled Evil. Taking advantage of Ikki's hesitance to hurt his brother, Evil defeated Revice. After destroying the Deadmen, Demons rescued Ikki and they escaped. When Kagero's hideout was discovered, Fenix raided it and Kagero recreated the three Brachio Deadmen in response. Revi was defeated once again by Evil, and Demons was defeated when the Deadmen combined into one. However, Daiji's consciousness resisted Kagero, weakening him. As a result, Revi and Vice are able to defeat Evil, returning Daiji's control of his body. Daiji then used the Two Sidriver to become Kamen Rider Live and destroyed the combined Brachio Deadman.

Jeanne’s Rise[]

As a result of Amahiko Haitani’s videos becoming popular among young people, the number of crimes involving the Deadmans had been increasing. Upon the completion of the Brachio Vistamp, George had finished his favorite set of ten Vistamps. Soon after, Sakura Igarashi received the Libera Driver, a prototype Driver that was discarded by George, from an unknown sender. When a bank was attacked by Planarian Deadman, Kamen Rider Revice and Kamen Rider Live arrived and destroy it. During the attack, Sakura briefly fought Aguilera, but was quickly defeated. Aguilera admonished her for her weakness and asked her to join Deadmans.

When the Planarian Deadman next attacked a hospital, Fenix arrived, but Seiko Omori merged with the Deadman to become the Planarian Deadman Phase 2. During Revice and Live's battle with the Deadman, Sakura interrupted them and attempted to transform with the Libera Driver but failed. Regardless, Revi and Live defeated the Deadman and separated Seiko from it, but Haitani created another Planarian Deadman that he used to take her away. Haitani convinced Seiko to become a Phase 2 Deadman again and staged an attack along with the normal Planarian Deadman. When Julio and Orteca joined in on the attack, the Riders were overwhelmed. However, Sakura arrived after confronting her weakness and successfully transformed into Kamen Rider Jeanne. She destroyed the Planarian Deadman as well as the Phase 2, separating Seiko from it once again before she was apprehended by Fenix for rehabilitation.

Skybase Infiltration[]

The Fenix Skybase landed for refueling and resupplying and a portion of Fenix's troops went on leave. George took the Revice Driver because he was developing a new, powerful Vistamp using Revice's ten Remixes. The Demons Driver was also taken due to Hiromi's poor health. When a group of Giff Juniors appeared, Daiji and Sakura headed out to battle them. During the fight, Daiji noticed that something was wrong and realized that the Giff Juniors were a distraction while the Deadmans were at the Skybase to obtain a sacrifice from rehabilitation. They met Julio and Orteca there, who they battled as Live and Jeanne. Live was defeated while protecting Jeanne, causing Kagero to resurface and transformed into Kamen Rider Evil to assist Orteca and Julio. Inside the Skybase, the Chameleon Deadman broke Yasushi Kudo out of his cell before opening Skybase's bay door to let in a swarm of Giff Juniors. George was performing the final calibrations on the Barid Rex Vistamp, but the Rex Vistamp did not cooperate. Ikki arrived and asked him to leave, but then they are attacked by Giff Juniors. A Fenix member destroyed them, but then revealed himself to be the Chameleon Deadman and demanded that George gave him the Barid Rex Vistamp and Revice Driver.

Ikki was convinced to release Vice, who fended off the Deadman. As a result of their renewed trust, the Barid Rex Vistamp was completed. George, Ikki, and Vice left Skybase and intervened in the fight between Jeanne and the Deadmans outside. Ikki transformed into Barid Rex Genome and fought Orteca and Julio alongside Vice, while Jeanne continued fighting Kagero. Orteca and Julio are defeated and retreated along with Aguilera, Haitani, and Kudo, while Jeanne finished off Kagero, knocking Daiji back into control.

George revealed to Daiji and Hiromi that Wakabayashi was a traitor and was behind the assault on the Skybase. He says that he began to suspect Wakabayashi when he returned the Mammoth Vistamp to George after the attack on Fenix's inauguration ceremony despite Fenix never identifying the Mammoth Deadman's contract holder. When the Chameleon Deadman referred to the Barid Rex Vistamp by its name, which was only known to George and Wakabayashi, his suspicions were confirmed. George said that he would likely go after the Giff Stamp next, which he had hidden in a secret cargo room only known to him. The conversation was eavesdropped on by the Chameleon Deadman via a hidden listening device.

Later, Kudo stormed into Happy Spa and confronted Ikki there before transforming into the Sabertiger Deadman Phase 2 to fight Revice. Meanwhile, Amahiko yelled for Sakura outside her high school before summoning the Planarian Deadman. During his fight, Ikki became discouraged by Kudo calling him an egosit who interfered other people's business, but was reassured by Vice and defeated him. Sakura was cornered by Haitani along with her friends by Haitani and transformed into Jeanne to confront him, revealing her identity to her peers. Haitani was forcibly transformed into the Planarian Deadman Phase 2 by Julio, but was defeated by Jeanne.

In Skybase's cargo hold, the Chameleon Deadman approached a wall with the first kanji of George's family name and discovered that it was a hologram before passing through it. Inside, he opened a container expecting to find the Giff Stamp, but instead found a figure of Kamen Rider 1. The lights turned on, revealing Daiji and Hiromi holding the imposter at gunpoint. Holding the Giff Stamp, George told him that he knew about the listening device. The Chameleon Deadman briefly tried to maintain his ruse before revealing that he killed the real Wakabayashi. He then incapacitated Daiji and Hiromi before demanding that George hand over the Giff Stamp. George does, and the Deadman left.

Deadmans Raid[]

George revealed that he attached a tracker to the Giff Stamp before he gave it away, allowing him to find the location of Deadmans Base. However, Fenix still did not know how to enter the base, prompting Ikki to deliver a Rider Kick to Daiji and summon Kagero in order to obtain the information from him. Fenix raided the hideout and arrested the cultists there while the Igarashi siblings interrupted the ritual to reawaken Giff. The siblings transformed and fought the Gifftex minus Julio, who was incapacitated by Orteca. During the battle, Hiromi transformed into Kamen Rider Demons and battled the Chameleon Deadman one-on-one. The Daiouika and Chameleon Deadmen were defeated, while the Planarian and Sabertiger Deadmen were destroyed by the combined power of Kamen Riders Revi, Live, and Jeanne, leading to Haitani and Kudo being absorbed by Giff. As a result, Giff caused the Deadmans Base to fly into the air and began attacking the city. Revi and Vice stayed behind to free Aguilera, and Revi destroyed the flying base while Vice took Aguilera and Julio to safety.

Back on the ground, Hiromi demanded that Orteca surrender now that Aguilera was captured. Orteca told Fenix that Aguilera was only a figurehead for cultists to gather around. Julio attacked Orteca out of rage but was injured by him and the Chameleon Deadman. In response, Aguilera used the Queen Bee Proto Vistamp to transform into the Queen Bee Deadman and briefly fought Revi while Orteca and the Chameleon Deadman escaped before taking Julio away.

Deadmans Mop-Up[]

Giff was recovered by Fenix from the rubble of Deadmans Base and was taken in for study. George's analysis revealed that the statue was just normal stone, but it gave of faint vibrations imperceptible to human senses that when magnified 5000 times resembled a heartbeat. While the Igarashi family were shopping, the Chameleon Deadman knocked out Yukimi and impersonated her. The Deadman's attempt to kill Ikki failed, as Hiromi had given the Igarashi parents tracking devices as well as assigned them Fenix guards that communicated with the siblings via earpieces. With his plot foiled, the Chameleon Deadman transformed and summoned Giff Juniors. The Igarashi siblings transformed as well, with Live and Jeanne fighting the Giff Juniors while Revi and Vice fought the Deadman. After refusing to surrender, the Chameleon Deadman was defeated and absorbed by Giff. Following the battle, George discovered from X-rays of Genta Igarashi that he had no heart.

After the recovery of Giff, Fenix Director Hideo Akaishi came to Skybase and began attending the lab where the statue was being studied. George developed the Volcano Vistamp as a way to more easily separate Deadmen from their hosts, with the possible potential to cancel the contracts of even Phase 3 Deadmen. In order for Ikki and Vice to become accustomed to the new Vistamp's power, George had them perform virtual reality training in which they fought a doppelganger of Kamen Riders Revi. When Orteca created a Gifftarian by using the Giff Stamp on a Deadmans cultist, Kamen Riders Live, Jeanne, and Demons headed out to fight them. Their battle was interrupted by the arrival of an angered Ikki, who used the Volcano Vistamp to access Volcano Rex Genome and transformed Vice into his own Barid Rex Genome in order to fight the Gifftarian. Once the Gifftarian was destroyed, Orteca mocked Ikki for being unable to save the cultist. This results in Ikki becoming enraged and losing control of the Volcano Vistamp's power, causing him to burst into flames. Due to receiving severe burns, Ikki was forced out of his transformation and was taken to the hospital.

When Julio transformed into the Wolf Deadman Riot and went on a rampage, Live and Jeanne attempted to stop him but failed. Ikki stamped himself with the Rex Vistamp in order to materialize Vice and had the demon help him get to the battle. There, he transformed using the Volcano Vistamp once again. Now synchronized, Revi and Vice were able to cancel Julio's contract and reverted him to a normal human. Nonetheless, Julio's Deadman form was absorbed by Giff, delighting Akaishi.

Hiromi had Chigusa Yamagiri pretend to retire and infiltrate the Deadmans in order to spy on Orteca. While the two were visiting Wakabayashi's grave, Tatsuhiko Tabuchi interrupted them and told Hiromi that he was not worthy of being a commander nor a Kamen Rider before demanding that he handed over the Demons Driver. Hiromi began to argue back but collapsed. Afterward, Chigusa met with Ikki and Daiji and told them about her status as a mole as well as Hiromi's poor health. When Hiromi confronted George and demanded that he tell him the secret of the Demons Driver, George said that the Driver was not meant to be used by him before the two were separated by Ikki and Daiji. Hiromi then received a call from Chigusa, who informed him that Orteca was planning to use the Giff Stamp on a large group of civilians. When Ikki and Daiji arrived at the location along with Fenix troops, they are instead ambushed by Giff Juniors. Sensing that something was wrong, Ikki left Daiji to fight them.

Back at Skybase, Hiromi was told by Tatsuhiko that Chigusa wanted to meet with them. While the two were waiting for her, Hiromi holds Tatushiko at gunpoint due to becoming suspicious of him, as Chigusa would not want to meet with them just after giving Hiromi intel on Orteca. However, Chigusa appeared along with Orteca and revealed that she was a double agent and fed Hiromi false information in order to separate him from Revice. Orteca subdued the two Fenix members as the Daiouika Deadman and was about to use the Giff Stamp on Tatsuhiko when Ikki arrived and stopped him, having figured out Chigusa's plan. Revi and Vice fought the Daiouika Deadman along with a Gifftarian. Live arrived and destroyed the Gifftarian while Orteca narrowly avoided being separated from his Deadman form by Revice and escaped. During the battle, the demon inside the Demons Driver revealed itself to Hiromi.

When Ikki asked Akemi Mikoshiba about Hiromi's health, she told him that Hiromi might die if he attempted to transform again. Back at Skybase, Hiromi confronted George about the demon in the Demons Driver. George remarked that Hiromi said he was willing to sacrifice his life before saying that his aim was to create the ultimate Kamen Rider. Hiromi called Chigusa and and says that he wanted to challenge her and Orteca alone. When they meet, Orteca interrupted the conversation between the two and stamped Chigusa with the Giff Stamp to create a Gifftarian. Hiromi transformed to fight it, but when Orteca transformed and summond Giff Juniors, Demons became outnumbered. However, Ikki and Sakura arrived along with Julio and Aguilera, who had formed a truce with them in order to defeat Orteca. Revice and the Queen Bee Deadman teamed up against the Daiouika Deadman, who dropped the Giff Stamp. Julio and Aguilera retrieved the Giff Stamp before leaving while Demons destroyed the Gifftarian. Orteca attempted to escape but was grabbed by Demons, who told Ikki to perform a Rider Kick through both of them. Revi and Vice do so, cancelling Orteca's contract and reverting him to a normal human. Hiromi survived due to them only kicking far enough to knock the Demons Driver off of him, and Orteca was captured by Fenix. After visiting Chigusa's grave with Tatsuhiko, Hiromi revealed to the Igarashi siblings that there was a demon in the Demons Driver.

Hiromi's Leave[]

Orteca was imprisoned in Fenix Skybase. When Ikki and Daiji questioned George about the Demons Driver, he instead leads them to where Giff was being studied and informed them that the pain Vice was experiencing was a result of Giff's pulsations. Akaishi declared that the true purpose of the Vistamps was to separate humanity from its demons and set in on a brighter path. Hiromi handed in his resignation from Fenix along with the Demons Driver. On his way out, he saw Akaishi meeting with Orteca. Orteca gave the director the Giff Stamp, as the one that he dropped before he was captured was a fake. When Giff caused the Skybase to lose control, the two began to leave. Hiromi attempted to stop them, but Orteca summoned Giff Juniors. Hiromi then took manual control of the ship while Daiji confronted Orteca on the flight deck. Orteca, having taken the Demons Driver, transformed into Demons and he and Live jumped off of the ship. On the ground, Demons defeated Live as the Skybase crashed. Hiromi briefly distracted Demons using the Livegun, allowing Ikki and Sakura to transform, but was injured. While Revice and Jeanne fought, Hiromi told Daiji that Fenix was hiding something before being launched off a cliff by Demons. Despite the efforts of Revi Volcano Rex Genome and Vice Barid Rex Genome, Demons defeated the Riders and left.

Weekend's Interference[]

Akaishi quickly called off the search for Hiromi and deemed Daiji his replacement. After destroying the Shark and Elephant Deadmen while protecting comedy duo, Ikki was visited by a Weekend operative disguised as a member of Fenix. The man gave Ikki the Rolling Vistamp and said that it was sent by George. When Revi used the Vistamp in their next battle, it fused him and Vice into a single Rider, with Vice in sole control. George expressed shock and anger upon seeing the Vistamp. After destroying the Deadmen once again, Vice canceled his transformation. He was left in his physical form alone, with Ikki being in an immaterial form attached to him. As a result, Ikki was unable to communicate with anyone else. Upon arriving with a group of Fenix members, George examined the Rolling Vistamp and concluded that it could not be made by a person of average intelligence. When George ordered the Fenix agents to bring Vice in, Vice took back the Rolling Vistamp and declared that he will make the most of his freedom before escaping.

Back at Skybase, George concluded that the whoever made the Libera Driver and Rolling Vistamp was in contact with the Igarashi family. When Orteca and Aguilera launched an attack, Daiji and Sakura go to meet them. Sakura was secretly followed by Hikaru Ushijima, who was in turn observed by George. In the resulting battle, Live and Jeanne are defeated by Demons and the Queen Bee Deadman before Aguilera left. Kagero then resurfaced and transforms into Kamen Rider Evil in order to protect Sakura and drive off Demons. While indulging in various pastimes, Vice was found by Daiji and Sakura, who correctly deduced that he ran away in order to protect Ikki. Vice then went with them to confront the Shark and Elephant Deadmen again and destroyed them for the final time.

The Director's Plans[]

With Giff completely revived, Akaishi began sending troops of Giff Juniors and Gifftarians in an effort to persuade humanity to become Giff's servants, having Mikoshiba mutated into Giffdemos as part of a ploy to turn Daiji to his side. The Fenix Skybase was also destroyed as part of the operation, killing off most of the Fenix soldiers that would've hindered Akaishi's goals. Hoever, Hiromi, who was partially recovered, had taken precautionary measures, as he had Tatsuhiko asist in helping staff retreat as well as forming the Kamen Rider Demons Troopers to provide assistance towards Weekend so they can fight against Giff's army effectively.

Aftermath[]

Following Akaishi's and Azuma's deaths & the end of Giff's reign, the corruption behind Fenix's upper hierarchy was finally scrubbed off for good. As a result, the organization began cooperating with Weekend in order to maintain peace. However, George descended into madness after finding out his father had placed his inner demon in him and created the Juuga Driver as a result to become Kamen Rider Juuga. With a mission to destroy all Rider Systems using the power of inner demons, George had beaten several Demons Troopers before hunting down and destroying the drivers of Hana Natsuki and Go Tamaki. Vice, Daiji and Sakura confronted George and attempted to reason with him, but they were all deafeated by Juuga's immense power. George's plans were stopped after Ultimate Revice defeated him and he was given drawings he made as a child by Ikki and Hiromi where he found closure to his relationship with his father and broke down in tears afterwards. A few months after the incident & Vice's death, Daiji reorganized Fenix to form the organization Blue Bird.
