The Desire Grand Prix (デザイアグランプリ, Dezaia Guran Puri), additionally abbreviated as DGP and also referred to as simply Staff (スタッフ, Sutaffu) or Management (運営, Un'ei), was an organization created to battle the Jyamato. They host an eponymous series of games in which the competitors fight as Kamen Riders.
In the event that they become unable to control the game any longer in any set period, they can use the Grand End to reset everything.
History
The Desire Grand Prix production staff are a group of individuals responsible for holding the tournament with the same name. The tournament was created for the purpose of entertainment and originates from the far future, they have been hosting games throughout various periods of time, some even dating as far back as the first millennium. They are also the ones who designed the Jyamato to serve as enemies for the game and provide entertainment for their audience. While the games were initially without risk with the reward being a gold coin to the victor, Suel learned of Mitsume's transgression when she manifested her Creation Goddess powers to bear her love, a Desire Deity, with a child. Suel had the man imprisoned and forgotten before he and the other game masters forefully turn Mitsume into the means to revise the DGP into its current form: a series of life and death battles for the amusement of the carnage-loving VIPs
In the 21st century, the Desire Grand Prix was financially backed by shadowy cabals of major Japanese and international corporations, with representatives (such as Kousei Kurama and Win Hareruya's grandfather) acting on their behalf.
Due to the unspecified interdimensional technology used to operate the game, some of the spectators and sponsors of the DGP are from different time periods, with the majority of them appearing to have immoral motives because they are unconcerned about the feelings and well-being of the players and only care about the entertainment of the games. This is due in part to the fact that they have a different moral code than modern humans.
When Suel retook control of the Desire Grand Prix, he began to carry out the Grand End. He transferred the staff and audience to another time period while eradicating all evidence of their existence from the era they were presently in. Suel also initiated a Desire Royale as a distraction to compel the surviving Riders to battle each other while finalizing preparations and abandoning the present-day sponsors to their fate. After preventing the Grand End, Ace Ukiyo decided to take over the abandoned equipment that the crew had left behind to begin his new tournament, with Tsumuri being the only staff member who stay behind due to Ace's powers.
The newly promoted Producer Samas was later sent to the present again in order to finish the interrupted Grand End alongside with the new created Game Master Jitto, in order to take out Ace and convert Tsumuri into the second Creation Goddess. They enter into a partnership with Beroba and Kekera, who made a wish at Mitsume to stay in present for their own agenda, while summoning the equally bloodthirsty VIP audience members once they successfully capture Tsumuri and nearly got her to transform. But Ace rescues Tsumuri, asborbing her powers to restore her and the world that Keiwa was tricked into creating. But this causes Suel to make his return after Kekera and Jitto are defeated, enlisting the VIPs to aid him as Reaged Omega while evoking an End Rider game as their final Desire Grand Prix to wipe out the present world. However, being abandoned by the VIPs once realizing the audience had enough of his conduct, Suel is destroyed by Ace after he ascended into an immaterial deity and reboots the world with Suel's remaining followers and Girori all erased as the result of the Audience trapping them in the past.
Sometime later, Ziin returns to the present to inform Tsumuri that he is overseeing the reformation of the DGP as it was before Suel corrupted it into a death game and asks her if she is interested to resume her role as Navigator.

All deceased players were later revived by Keiwa Sakurai, only to be reversed by Ace Ukiyo.

Notes
- With the exceptions of Archimedel and Sarami, each DGP staff member's name is derived from words relating to eyes. Additionally, they all use the pronoun "Watashi" (私, Watashi).
- Each supporter's name is derived from a Japanese onomatopeia.
