National Security Special Zone Ararat (国家安全保障特区アララト,Kokka Anzen Hoshō Tokku Ararato) is a district established by Fenix as a safe haven from the wrath of Giff. Ararat's central base also served as Fenix's second headquarters after the Fenix Skybase was destroyed. The zone was surrounded by a huge wall, with electronic gates which prevents unauthorized entry.
After the press conference by Hideo Akaishi that revealed Giff's existence to the public, Fenix adopted a Strategic Human Regression Policy (戦略的人類退化政策,Senryaku-teki Jinrui Taika Seisaku), which dictated that humanity should obey Giff in order to avoid destruction by him. As result, it became mandatory for citizens to be stamped with disguised Giff Junior Vistamps as a sign of their loyalty. While the stamping was publicly advertised as removing peoples' inner demons in order to protect them, it also provided Akaishi with an army of Giff Juniors. Meanwhile, urban development was shifted to the construction of Ararat, where citizens were guaranteed safety. Those who were stamped were prioritized in the approval process for taking residence in Ararat.
However, because public reception to Akaishi's call for citizens to pledge their loyalty to Giff was mixed, and many did not take the threat of Giff seriously, few people visited Fenix's stamping centers. In order to create more fear among the populace, Akaishi sent a Hell Gifftarian to defeat Kamen Rider Live and released the Giff Juniors that he had amassed to attack civilians. Weekend later establishes its own shelters for those who wish to resist Giff instead of submitting to him. As a result of Akaishi's failure to convince the populace and Weekend's continued resistance, Giff eventually decides to destroy humanity. Now unneeded, Ararat was attacked by Akaishi before he was defeated for the final time. With the battle between GIff ended, Ararat's wall was officially removed by Blue Bird.

Ararat's name is a reference to Mount Ararat, the mountain that is commonly said to be where Noah's Ark came to rest in the Bible after the great flood that destroyed most life on Earth. In the same way, Ararat serves as a safe haven from the destruction of humanity by Giff.
