Another World (アナザーワールド, Anazāwārudo) is a world of lost possibilities which can be assessed by Another Decade's power.[1]
It's a version of reality under Another Decade's control, which recreates events from the main world, but with modified outcomes based on regrets of the people brought there, like how Sougo Tokiwa's classmate Nishimura lost a race in the real world, but won it within the personal reality of the Another World.
Using this effect, Swartz creates worlds where the battles of defeated evil Riders had different outcomes, effectively bringing them back to life as his loyal servants. For example, it's said that Katsumi Daido defeated Kamen Rider Double during their climatic battle in his version of the reality of that world.
